Title: Leave Management Specialist - Interim

Overview
The Leave Management Specialist is responsible for administrative and case management work for the Department of Human Resources. The incumbent will determine eligibility for State of Vermont employees within the Executive Branch related to and ensuring compliance with the complex and day to day management of the Federal Family Medical Leave Act (FMLA), VT Parental Family Leave Act (VTPFLA), leaves of absence outlined in applicable Collective Bargaining Agreements (CBA) and State Policies and Procedures. Work involves extensive interaction with Executive Branch State of Vermont employees, supervisors, Department of Human Resources (DHR) staff, and statewide management teams. Work is performed under the supervision of the Leave Management Supervisor, including extensive interaction with a Labor Relations Manager.
Candidates should have familiarity with Microsoft Enterprise Office 365, Excel, Word, SharePoint, the State's HCM Peoplesoft system, or other electronic databases. Strong organizational skills and close attention to detail are requirements for the position.
Duties will include, but are not limited to:
- Managing calls through an Automated Call Distribution (ACD) call system;
- Collaborating with Leave Management staff, Department of Human Resources staff, employees, supervisors and leadership throughout the Executive Branch of State Government, to address questions pertaining to FMLA/VTPFLA and/or designate qualifying FMLA events;
- Generating notification letters in response to FMLA/VTPFLA events;
- Maintaining detailed and accurate case files.
The Department of Human Resources is currently supporting a hybrid work model. Requests for some telework each week will be considered; however, this position is regularly scheduled to work Monday through Friday from 7:4am to 4:30pm. Approximately 80% of work is completed using various databases and Microsoft Office 365 applications and approximately 20% of the work involves managing phone calls, collaborating with colleagues, and/or attending meetings.

Environmental Factors
Duties are performed largely in a standard office setting but with some predictable travel requiring the availability of private means of transportation. Some work outside of regular schedule may be required. Quick deadlines for important reports and need for sensitive communication under challenging and difficult situations may be required. Must be able to communicate and interact directly with employees at varying levels of authority within the State of Vermont sometimes under stressful conditions. Strong differences of opinion may be encountered.
Minimum Qualifications
Associate's degree or two (2) years of full-time college coursework AND one (1) year or more of human resource experience including experience administering labor and employment laws and regulations (such as FMLA, ADA/ADAAA, Workers' Compensation).
OR
High School diploma or equivalent AND three (3) years or more of human resource experience including experience administering labor and employment laws and regulations (such as FMLA, ADA/ADAAA, Workers' Compensation).
