This position is a 3-year limited-service position and will be supervised by the Agency of Natural Resources (ANR) General Counsel.  The position will focus on land acquisition, and ANR land management and administration for the Department of Forests, Parks and Recreation.  The person in this position will also work with the Department of Fish and Wildlife and Environmental Conservation to develop consistent land conservation, stewardship, management and administration guidelines, practices, procedures and rules.  

 

The position requires a license to practice law in Vermont and at least five to eight years of demonstrated relevant experience and proficiency in property; including experience with the legal requirements and potential risks associated with owning and managing real estate; zoning and land use laws, environmental regulations, and property tax issues.  The position will entail increasing levels of complexity and responsibility.

 

Examples of responsibilities include providing general legal review and advice related to:

  • Property related risk assessment and options counseling; 
  • Land acquisition negotiations; 
  • Purchase and sales agreements, deeds, easements and title review; 
  • Drafting property-related legal documents; 
  • Grant and contract review and drafting; 
  • Assisting with the resolution of complex property related agreements, trespass, encroachments, and other land related disputes; 
  • Working with other government agencies, the Attorney General's Office, municipalities and NGOs to advance ANR land conservation and management goals in Vermont.  

 

The position will necessitate general legislative drafting, testimony and appearance before legislative committees, as well as occasional media contact.  The position may also include legal advice, research and support for general counsel-related work within the Agency.  The ideal candidate will be proficient in legal research, writing and oral communication; be well organized and adept at meeting deadlines; be team oriented, and have the excellent interpersonal skills necessary to work with a wide variety of partner organizations and members of the public.
