Overview

The Labor Relations Division at the Department of Human Resources (DHR) has an immediate opening for a skilled Labor Relations professional to join our dynamic team.

 

As part of this team, you will perform a wide variety of labor relations and personnel administration functions including, but not limited to:

  • Collective bargaining
  • Labor contract administration and interpretation for multiple collective bargaining agreements covering State employees
  • Provide consultation, education, leadership, and technical expertise on labor relations and personnel administration issues to appointees, managers, supervisors, human resources staff, union representatives, and employees
  • Administration of the grievance resolution process
  • Develop, and administer personnel policies and procedures
  • Administration of other related programs such as ADA, workforce equity and diversity, and affirmative action initiatives

 
This position requires a high degree of professionalism, motivation, decision making and customer service skills to establish and maintain positive and effective working relationships in potentially stressful situations. In addition to day-to-day labor relations duties, you may provide leadership and guidance to a small staff of professional level employees. Qualified candidates will have a strong foundation in Human Resources with experience in labor/employee relations or labor contract negotiation and/or administration, and or experience administering labor and employment laws and regulations.

 

The Department of Human Resources is currently supporting a hybrid telework model.

Environmental Factors

Duties are normally performed in a standard office setting. Some travel may be required for which private means of transportation should be available. Some work outside of normal work schedule may be required. Strong differences of opinion may be encountered in dealing with employee grievances, employees, union representatives, managers, or the public.

Minimum Qualifications

Bachelor’s degree or higher in labor/employee relations AND three (3) years or more of experience in human resources, including labor/employee relations, labor contract negotiation and/or administration, or experience administering labor and employment laws and regulations (such as EEOC, FLSA, FMLA, ADA/ADAAA).
OR
Bachelor's degree or higher in human resources, business, public administration, or related field AND five (5) years or more of experience in human resource, including labor/employee relations, labor contract negotiation and/or administration, or experience administering labor and employment laws and regulations (such as EEOC, FLSA, FMLA, ADA/ADAAA).
OR
Eight (8) years or more of experience in human resource INCLUDING five (5) years or more experience in labor/employee relations, labor contract negotiation and/or administration, or experience administering labor and employment laws and regulations (such as EEOC, FLSA, FMLA, ADA/ADAAA).

Preferred Qualifications

Supervisory experience.
