The Vermont Agency of Digital Services seeks a talented Information Technology Manager to join our team supporting the Agency of Transportation and the DMV where you will play a pivotal role in overseeing the development, implementation, and maintenance of critical DMV systems.

We're looking for a technically savvy leader with exceptional communication and documentation skills. You'll be instrumental in helping the ADS-DMV team deliver exceptional customer experience and innovative solutions. The ideal candidate possesses a strong background in application architecture, design, development, testing, implementation, audits and technology procurement. Ensuring Operational Effectiveness of IT Services by overseeing and managing the day-to-day operations of assigned Agency of Digital Services (ADS) staff; ensuring adherence to IT operational procedures and policies; providing leadership and accountability in service delivery. To maintain the efficiency, reliability, and security of government IT services, ensuring continuity and effective operations.  


To ensure effective planning and resource distribution, optimizing operational performance, and aligning IT functions with the Governor's priorities. Supporting the Deputy Director in Enhancing Service Delivery by developing strategies and operational tactics; refining processes to improve service efficiency; collaborating with leadership to align efforts with agency initiatives. To enhance the effectiveness and responsiveness of digital services, ensuring seamless IT support for state government functions. 


Building Collaborative Partnerships Across Departments and Agencies by fostering strong working relationships within state government and external partners; facilitating cross-departmental IT initiatives; aligning strategic planning with department needs and government priorities. To promote innovation, streamline service delivery, and optimize IT resources for maximum impact. 


What We're Looking For:   
Preference will be given to candidates who in addition to having the required qualifications also have:

  • Proven track record of leading teams on medium to large-scale technology projects.
  • Deep understanding of application architecture, design, development, testing, and procurement.
  • Experience with Commercial Off-the-Shelf (COTS) software and Agile development methodologies.
  • Solid knowledge of software development platforms, programming languages, databases, frameworks, and design patterns.
  • Familiarity in QA automation and testing, particularly for large-scale transactional systems.
  • Ability to see the bigger picture.
  • Strong relationship-building skills - you'll collaborate effectively within government agencies, with vendors, and with external partners.

Environmental Factors

Most work is performed in a standard office setting and there is considerable interaction with high level managers and staff, as well as occasional work with other State agencies and interest groups. Work outside core work hours can be anticipated.

Minimum Qualifications

Eight (8) years or more experience in computer sciences, business administration, public administration, mathematics, technical operations management or providing supervision to staff within an IT environment.

 

OR

 

Four (4) years or more in an IT Manager role with a combination of experience in computer operations, information technology management/administration or supervisory responsibilities.

Preferred Qualifications

Bachelor's degree.
