The Agency of Digital Services (ADS), the newest agency in state government founded in 2017, the newest agency in state government founded in 2017, is about providing cost-effective, customer-focused IT services and solutions to enable better government.  At the core of ADS, the Divisions of Shared Services, Data, Security, Enterprise Architecture, Project Management, and IT Finance help ensure information technology services are standardized, coordinated, secure, and cost-effective across Vermont State government.  The agency aims to better align business functions and information technology (IT) through:

The IT Procurement and Purchasing Manager will work in a leadership role within the Division of Finance and Administration reporting directly to the ADS Chief Financial Officer, supervising a team of IT Purchasing Specialists.  The primary purpose of this position is to provide leadership for the procurement of IT Services, Hardware, and Software on behalf of the Agency of Digital Services, including the development and administration of RFPs and contracts, oversight of the agency's purchasing program, obtainment of insurance coverages, and management of relationships with selected state vendors. This position ensures compliance with Federal and State laws, as well as state policies and procedures.

This position, IT Procurement & Purchasing Manager (Job Requisition #3150), is open to all State employees and external applicants. It is a Limited Service position, which is non-tenured and authorized for a specific period of time. Limited Service positions are established for specially funded projects or programs.

Environmental Factors

Duties are performed largely in a standard office setting. Considerable interaction with a variety of agency and department staff, including leadership, program managers and IT professionals is required. Ability to act in a collaborative and customer service driven environment is mandatory. Confrontations with contractors and consultants, which may become adversarial, should be anticipated. Some evening and overtime work may be necessary and sometimes on short notice.

Minimum Qualifications

Bachelor's degree with college-level coursework that includes 15 computer science credits AND three (3) years or more at or above a technical or professional level in purchasing, procurement, or contract administration.


High School diploma or equivalent AND Five (5) years or more at or above a technical or professional level in purchasing, procurement, or contract administration.


Two (2) years or more of experience as an IT Contract & Procurement Analyst III for the State of Vermont, or the equivalent position in state, local, or federal government.

Preferred Qualifications

Experience in role which administers government contractual arrangements centered on information technology.
