Overview

At the State of Vermont, our strategy and people help us deliver the most successful IT investments supporting our business partner agencies. Now, we are seeking an experienced portfolio manager who can add a fresh, unique approach to our team. In this role, you'll support the full project lifecycle for a large portfolio, with a focus on leading project-level reviews, optimizing and maintaining project standards, proactively identifying improvement, analytical reporting, and training staff. Not only will you be comfortable having high-level conversations with business leaders to understand individual portfolios, but you'll also help us define KPIs and create a strategic roadmap for EPMO-wide continuous improvement activities.

Objectives of this Role:

  • Effectively use metrics and data visualization to report progress and support data-driven decision-making at the team or organization level
  • Develop and implement project management methodologies and best practices to build on our team's skills and capabilities
  • Contribute to the establishment of a common set of practices, tools and templates for portfolio, program, and project-level management and ensure standards are being followed
  • Provide procurement assistance to business partner agencies by reviewing procurement documents and providing feedback on project management and business analysis services, vendor qualifications, EPMO expectations and deliverables in IT contracts and requests for proposals.
  • Facilitate the project intake process for IT Activities and collaborate with IT Leaders and business leaders on prioritization, resourcing, and budgeting of projects for the portfolio 
  • Produce and analyze portfolio/project-level reports against key performance indicators
  • Escalate issues that threaten portfolio and project success

 

Necessary Skills and Qualifications:

  • Considerable knowledge of budgeting and planning procedures.
  • Considerable knowledge of project management principles and practices including work breakdown structure development.
  • Considerable knowledge of project contract review and management.
  • Considerable experience managing project types with phased implementations that include multiple business units, vendors, and consultants.
  • Considerable knowledge of business analysis methods and application of those methods.
  • Exceptional oral and written communication skills as well as negotiation and conflict management abilities.
  • Ability to lead and work in a team environment.
  • Experienced meeting facilitator.
  • Experience with direct supervision of subordinates including goal setting and appraisals.
  • Understanding of technology basics.
  • Ability to establish and maintain effective working relationships.
  • Competent with office automation and tools.

Environmental Factors

Work is performed in a standard office setting, but some travel may be required for which private means of transportation should be available. Work outside of regular business hours may be expected.

Minimum Qualifications

Six (6) years or more of experience in the field of information technology where the primary role was project manager.

OR

Certification as a Project Management Professional AND four (4) years or more of experience in the field of information technology where the primary role was project manager.

Preferred Qualifications

Agile Project Management Certification
