Overview
The State Of Vermont is looking for an IT Contract and Procurement Analyst. In this position you will upload invoices, packing slips and backup documentation to be processed for payment in a timely manner. This position manages Purchase Orders generated from Software/Hardware orders. Duties are performed under the general direction of an administrative superior, while exercising significant judgment. You'll also manage the State's Hardware and Networking inventory from start to finish including ordering, receiving, and deploying orders to State employees.
Responsibilities may include the following:
- Purchasing IT software and hardware for State Agencies and Departments as requested. Confirming correct documentation and paperwork are provided for each software/hardware request, generating purchasing orders and sending them to vendors for processing, working with State Agencies and Departments on their purchasing needs, and communicating with State Agencies and Departments as well as external vendors should questions arise on orders placed.
- Receiving & deploying IT hardware inventory from the Agency of Digital Services (ADS) Inventory Room currently located at National Life.
- Maintaining and auditing the ADS Inventory Management Tool by capturing Desktop and Networking equipment order information such as date purchased, purchase order number, item description, quantity, unit price, and serial numbers (when applicable) into an Inventory Management Tool. Capturing customer order information for deployments such as customer name and billing information. Performing routine audits to ensure accuracy is maintained. The updating and managing of the Inventory Management Tool requires extreme attention to detail.
- Monitor stock inventory levels to ensure availability as required.
- Performs related duties as required and assigned.
- Ability to act in a collaborative and customer service driven environment is mandatory.
Knowledge, Skills and Abilities:
- Considerable knowledge of public sector bid and contract requirements and procedures, including Administrative Bulletin 3.5 and all relevant procurement related statutes.
- Knowledge of the principles and practices of contract administration.
- Knowledge of IT project practices and procedures.
- Knowledge of core IT terminology and system and software platforms.
- Ability to prepare and present technical information clearly, both orally and in writing.
- High attention to detail.
- Strong customer service orientation.
- Ability to establish and maintain effective working relationships with a diverse group of vendors
- and State staff involved in IT procurement.
- Ability to communicate effectively, both orally and in writing.

Environmental Factors
Duties are performed largely in a standard office setting. Considerable interaction with a variety of agency and department staff, including leadership, program managers and IT professionals is required. Ability to act in a collaborative and customer service driven environment is mandatory.
Minimum Qualifications
Bachelor's degree with college-level coursework that includes 15 computer science credits AND one (1) year or more at or above a technical or professional level in purchasing, procurement, or contract administration.
OR
High School diploma or equivalent AND three (3) years or more at or above a technical or professional level in purchasing, procurement, or contract administration.
OR
One (1) year or more of experience as an IT Contract & Procurement Analyst I for the State of Vermont, or the equivalent position in state, local, or federal government.
Preferred Qualifications
Experience in a role which administers government contractual arrangements centered on information technology
