Class Definition

First of four levels in the Information Technology (IT) Contract and Procurement series. Performs professional level IT contract & procurement and contract work. Follows department and state policy affecting IT contracts. Works collaboratively with Agency contacts for IT contract & procurement, the State Office of Contract and Purchasing and the Attorney General's Office.

Assist with Information Technology contract &procurement and planning, including identifying hardware and software requirements and potential sources. Participate in writing, reviewing and negotiating contracts. Ensures that State IT Request for Proposals (RFPs) and contracts have clearly written scopes of work and include functional and non-functional requirements that have the appropriate level of detail without being too prescriptive.

Coordinates the review and approval of RFPs, contracts and contract amendments by the State Chief Information Officer (CIO) as required by statute, by working with the CIO, the submitting State entities, the Enterprise Project Management Office (EPMO), the State Chief Technology Officer (or designee), the State Chief Security Officer (or designee), the State Office of Contract and Purchasing, the Attorney General's Office, and various vendors.

Duties are performed under the general direction of an administrative superior, while exercising some independent judgment.

Environmental Factors

Duties are performed largely in a standard office setting. Considerable interaction with a variety of agency and department staff, including leadership, program managers and IT professionals is required. Ability to act in a collaborative and customer service driven environment is mandatory.

Minimum Qualifications

Bachelor’s degree in Business Administration, Public Administration, Economics, or Computer Science
Associate's degree with college-level coursework that includes 15 computer science credits AND one (1) year or more at or above a technical or professional level in purchasing, procurement, or contract administration.
High School diploma or equivalent AND two (2) years or more at or above a technical or professional level in purchasing, procurement, or contract administration.

Preferred Qualifications

Experience in a role which administers government contractual arrangements centered on information technology
