The IT Business Analyst III is a mid-level Business Analyst position in the Agency of Digital Services (ADS) Enterprise Project Management Office (EPMO). They perform business and systems analysis work for customer Departments or Agencies of VT state government. This position does not have any direct reports.

The IT BA III performs the following duties:

- elicits, documents, verifies and validates the business needs of stakeholders, be they customers or end-users.
- applies proven communication, analytical, and problem-solving skills to define current processes and develop opportunities for improvement.
- plays a pivotal role in ensuring stakeholder understanding of business requirements and their instantiation in project documentation, contractual documents, project plans, and other artifacts.
- clearly identifies project stakeholders and establish roles and user classes, as well as their characteristics.
- conducts interviews to gather user requirements via workshops, questionnaires, surveys, site visits, workflow storyboards, use cases, scenarios, and other methods.
- works with stakeholders and the project team to prioritize collected requirements.
- translates conceptual user requirements into clear, detailed functional requirements.
- creates process models, specifications, diagrams, and charts to provide direction to developers and/or the project team.
- develops and conducts peer reviews of the business requirements to ensure that requirement specifications are correctly interpreted.
- manages, tracks and reports the status of requirements throughout the project lifecycle; enforces and redefines as necessary

Environmental Factors

Duties are performed largely in a standard office setting. The role involves intensive interaction with departmental officials who may advocate strongly for their programs. Implementation of recommendations may be difficult because of competing interests and limited resources. Rapid response in the face of tight deadlines may be necessary. Evening and weekend duty, although rare, may be anticipated.

Minimum Qualifications

Six (6) years or more of Business Analysis experience at a professional level.

Preferred Qualifications

CCBA/CBAP certification.

Bachelor's degree or higher in an IT-related subject.
