Overview

The Agency of Digital Services (ADS) is seeking an experienced IT Business Analyst to join ADS's Enterprise Project Management Office (EPMO). The EPMO is a centralized division comprised of IT Project Managers and IT Business Analysts providing a range of services to partner Agencies across the State of Vermont (SoV) Executive branch. This position will be predominately be focused on IT Projects supporting the Agency of Administration (AOA), Agency of Digital Services (ADS), Agency of Natural Resources (ANR), Agency of Commerce and Community Development (ACCD), and other executive branch offices. We have standard work schedule of Monday through Friday, 7:45am-4:30pm. 

As an IT Business Analyst, you will design, document, and manage against a project Business Analysis Plan to ensure that critical and appropriate Business Analysis methods and deliverables are applied to the project from discovery through closure to support the achievement of the project's objectives and benefits. Other examples of work include, but are not limited to:
 

  • Gather user requirements via interviews, workshops, questionnaires, surveys, site visits, workflow storyboards, use cases, scenarios, and other methods.
  • Identify and establish scope and parameters of requirements analysis on a project-by-project basis to define project impact, outcome criteria, and metrics.
  • Work with stakeholders and project team to prioritize collected requirements.
  • Assist in evaluating software and hardware products alignment to business needs.
  • Analyze and verify requirements for applicability, consistency, comprehensibility, feasibility, completeness, and conformity to standards.
  • Translate conceptual user requirements into clear, detailed functional requirements.
  • Create process models, specifications, diagrams, and charts.
  • Manage and track the status of requirements throughout the project lifecycle; enforce and redefine as necessary.
  • Communicate changes, enhancements, and modifications of business requirements to project managers, sponsors, and other stakeholders so that issues and solutions are understood. 


Our ideal candidate is self-motivated, able to work under pressure to meet deadlines, is very customer service oriented, and has excellent verbal and written communication skills. He/she brings a solid understanding of business analysis standards as defined by the International Institute of Business Analysis (IIBA), as well as the agile manifesto and scrum techniques. The ideal candidate is proficient in the use of project and software development tools such as Azure DevOps, Jira or CA Clarity and has experience effectively executing Business Analysis responsibilities in an efficient and professional manner that derives optimal value for the business entity impacted by the project(s) execution, balancing cost with quality and schedule.

Environmental Factors

Duties are performed largely in a standard office setting. The role involves intensive interaction with departmental officials who may advocate strongly for their programs. Implementation of recommendations may be difficult because of competing interests and limited resources. Rapid response in the face of tight deadlines may be necessary. Evening and weekend duty, although rare, may be anticipated.

Minimum Qualifications

Six (6) years or more of Business Analysis experience at a professional level.

Preferred Qualifications

CCBA/CBAP certification.

Bachelor's degree or higher in an IT-related subject.
