The Health Plan Benefits Analyst is responsible for administrative and analytical work in the Employee Benefits Unit of the Department of Human Resources. The position is responsible for benefits data management, analysis and reporting, impact analysis of proposed legislation, participation in vendor bidding and contracting process, and management of benefits-related projects. Work is performed under the supervision of the Human Resources Benefits Director, with substantial need for independent judgment.


The Department of Human Resources is currently supporting a hybrid work model. Requests for some telework each week will be considered.

Environmental Factors

Duties are generally performed in a standard office setting. Travel may be required for which private means of transportation should be available. Some work outside of regular work schedule may be required. Strong differences of opinion may be encountered on a regular basis.

Minimum Qualifications

Four (4) years or more of experience in health insurance or benefits administration which includes experience with data analysis, reporting, finances, or related field.

Preferred Qualifications

Bachelor’s degree in human resources, data science, public administration, or related field. 

Experience working with or for major health insurers. 

Certification in benefits through an organization such as the Society of Human Resource Management, or related degree/certification.
