Overview
The Vermont Department of Human Resources (DHR) is seeking a Human Resources Business Partner or Generalist to join our team in providing HR services and support to multiple departments in the Agency of Administration (Department of Buildings and General Services, Department of Taxes, Department of Finance and Management and Department of Libraries), the Agency of Digital Services, and several smaller departments.
Duties include:
- Varying degrees of HR work in performance management, supervisory coaching, labor relations, hiring and onboarding, position management, classification, workers' compensation and reasonable accommodation requests.
- Proviing information and guidance to employees and supervisors on employee relations and performance management consistent with Personnel Policies Procedures and Collective Bargaining Agreements.
- Performing considerable systems work and data management in the VTHR system.
Candidates at the HRBP III level will have experience and skills performing the above functions, in addition to experience providing guidance and assistance to supervisors on performance and conduct related issues, investigations and disciplinary process.
The ideal candidate prioritizes work effectively and adapts to changing demands in a fast-paced environment. Strong organizational skills are required to coordinate and process a large volume of work and operational functions. Working both independently and as part of a team to deliver accurate and timely work, as well as having an aptitude and interest to learn are all key to success in this position. Well-developed interpersonal, verbal and written communication skills are required.
Work schedule is Monday through Friday, from 7:45 a.m. to 4:30 p.m. Most of the work is completed using various systems, databases and Microsoft Office 365 applications. The remainder of the work involves working with employees and supervisors utilizing various communication methods, collaborating with colleagues, and/or attending meetings. Some work outside of regular schedule may be required.
The Department is currently supporting a hybrid telework environment. Requests to telework will be considered, with some in person work at our Montpelier office required.

Environmental Factors
Duties are performed largely in a standard office setting, but some travel may be required for which private means of transportation should be available. Some work outside of regular work schedule may be required. Strong differences of opinion will be encountered in dealing with employee grievances, union representatives or members of management.
Minimum Qualifications
Five (5) years or more of experience in the field of human resources that includes employee relations or labor relations.
Preferred Qualifications
Bachelor’s degree in human resources, business administration, or related field.
Supervisory experience.
Experience with organizational development and training.
Labor Relations experience.
