The candidate will gain knowledge and become proficient in functions to include:  The current process of incoming documents including a magnitude of Vermont Tax forms, as well as handling all payments received.  The applicant will work closely with the division manager on special projects as well as be deeply involved in Lean process improvement functions within the section including helping to implement a new front end system.  Duties would include writing test scenarios, meticulously testing and documenting changes, writing thorough procedures, and helping manage change throughout the department.  The candidate would need to excel in the ability to effectively communicate with other sections as well as third party vendors to help ensure a successful transition.  The candidate would also actively assist the manager with day to day supervision of workflow, identify and address any issues, staffing concerns and training needs.  Other duties to include, testing of yearly changes to our backend  taxpayer system, managing incoming requests to improve our current system and tracking key performance indicators.   A positive attitude, willingness to learn and being a self starter will help the candidate succeed, as all functions within the department are cross-trained so the team is able to move fluidly according to workload demands.

Class Definition

Professional accounting work in the maintenance, review and reconciliation of financial records to ensure compliance with accepted accounting principles and standards. Work may involve performing a wide variety of routine accounting and bookkeeping tasks in multiple or complex fiscal programs, participating in the work of a unit within a centralized accounting operation, or acting as a lead worker within a large fiscal operation. Duties are performed under the general supervision of an administrative supervisor.

Environmental Factors

Work is performed in a standard office setting.

Minimum Qualifications

High School diploma or equivalent AND two (2) years or more of experience in accounting, bookkeeping or clerical work involving accounting or financial records.


Completion of a vocational/technical training program in business, office administration, financial support or related area AND one (1) year or more of experience in accounting, bookkeeping or clerical work involving accounting or financial records.


Associate's degree in accounting, business administration, office administration or a related field.


Two years or more full-time college coursework in accounting, business administration, office administration or a related field.


One (1) year or more of experience as a Financial Specialist I with the State of Vermont.

Preferred Qualifications

2 years college or experience with Banking and Tax Department processing systems. Belted in Lean functions.

Special Requirements

For some positions experience working with the VISION system (VISION is the State of Vermont PeopleSoft financial management system) may be required.
