Overview

The Department of Environmental Conservation has an opportunity for a Financial Manager to develop, monitor and oversee the grants out activities within the Department. This position will be part of a dynamic team and will perform reporting activities. In addition, this position will assist in maintaining appropriate fiscal controls, follow uniform federal and state guidance with monitoring and reporting on grants issued and assisting with federal and state audit requests. We are seeking a detail-oriented and organized person to manage grants, contracts, procurement and manage the subrecipient monitoring across the department's agreements. This position has the responsibility for managing contracts and grants, including the writing, evaluation, and processing of RFPs, RFls, RFAs, and RFQs. The position plays a key role in problem solving with staff regarding the most appropriate approaches and most efficient procurement mechanisms to meet the divisions objectives. They also draft and process contracts, grant agreements, and memoranda of understanding. Candidates must be able to manage multiple priorities and keep track of contracts throughout their terms. The Department of Environmental Conservation currently operates in a hybrid working environment, supporting remote work as well as Core Days in which all staff are in the office. Permission to participate in telework is applied for on an individual basis.

 

As of July 14, 2024 the step 1 rate for pay grade 27 will be $33.78 per hour.

Minimum Qualifications

Bachelor's degree in accounting or a bachelor's degree in any discipline that includes or is supplemented by 20 credit hours in accounting AND three (3) or more years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience INCLUDING experience managing programs, funding sources or staff.

 

OR

 

Bachelor's degree in any discipline AND five (5) or more years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience INCLUDING experience managing programs, funding sources or staff.

 

OR

 

Associate's degree AND seven (7) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.

 

OR

 

High School diploma AND nine (9) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.

 

OR

 

One years as a Financial Manager II with the State of Vermont.

Special Requirements

For some positions experience working with the VISION system (VISION is the State of Vermont PeopleSoft financial management system) may be required.
