Overview

The Agency of Digital Services (ADS) is looking for an experienced Financial Manager to join our business office team. The business office supports the financial operations of the agency through budget development and monitoring, payroll and expenses, accounts payable and accounts receivable functions, purchasing, vendor management and related operational functions of ADS.  Our mission is to work together with our partners in state government to deliver simple and intuitive technology solutions that improve the lives of the citizens of Vermont. In this role, the Financial Manager II will be the division's lead for the implementation of their new Technology Business Management (TBM) system.  A TBM system is a system that defines the tools, processes, and data needed to effectively manage the business of technology. TBM focuses on cost transparency, delivering value, identifying the total cost of IT, and shaping demand for IT services.  This position will: 

  • Work directly with co-workers and customers to understand the needs of the business
  • Analyze current business processes and make recommendations for improvement based on the capabilities of the system and needs of the business
  • Create and present reports to executive team members and shareholders to support recommendations
  • Oversee implementation of the project from start through to completion
  • Create and maintenance of procedures
  • Train staff 

 

In addition to the TBM system implementation responsibilities, this position will be responsible for the following job duties: 

  • Monitoring of process document creation and maintenance
  • Annual completion of the Self-Assessment of Internal Controls questionnaire
  • Federal Grant Management
  • Monthly monitoring to ensure completion of VISION closing procedures 
  • Providing support to other business office functions
  • Financial report preparation, analysis and budget monitoring for the Vermont Center for Geographic Information (VCGI) program

 

The current work environment is a hybrid of remote and in-office presence, with the primary workstation located in Montpelier, VT.  The position works with a small team of finance and accounting professionals and will collaborate with other agency/department business offices and ADS staff. We are seeking candidates with experience and thorough knowledge of all module's within the State's accounting system (VISION) and a background in accounting and/or finance.  Candidates with a Bachelor's degree and project management experience is preferred.

Minimum Qualifications

Bachelor's degree in accounting or a bachelor's degree in any discipline that includes or is supplemented by 20 credit hours in accounting AND two (2) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.

OR

Bachelor's degree in any discipline AND four (4) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.

OR

Associate's degree AND six (6) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.

OR

High School diploma AND eight (8) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.

OR

One year as a Financial Manager I with the State of Vermont.

OR

Certification as a CPA.

Special Requirements

For some positions experience working with the VISION system (VISION is the State of Vermont PeopleSoft financial management system) may be required.
