Overview

Do you like numbers?  Does a checkbook out of balance drive you nuts?   Are you passionate about serving Vermonters and Vermont? Then this position just might be for you! The Vermont Department of Labor is looking for a Financial Manager II to oversee the Cashier's Office within the Unemployment Insurance (UI) division. 

This is a managerial level position within the Department's Business Office (serving the UI division) and is responsible for overseeing all the UI Cashier's Office fiscal operations for the Department.  This position supervises two professional and technical accounting positions. The major duties include overseeing and managing the team who is responsible for the accounting of the UI Claimant benefits and Employer tax accounts. The Cashier's Office is responsible for overseeing payments coming in from employers and for reconciling payments going out to Unemployment Insurance claimants. This operation is highly regulated by the federal government and this position is responsible for daily/weekly/monthly/quarterly complex federal reporting. This is the office that actually makes the payments to UI claimants, so the pressure is on.  But if you truly want to feel good about the work that you are doing, work that helps people who are potentially having some of the worst times for their lives, then this job is very rewarding.  

The Financial Manager II must have considerable knowledge of:
-Accounting principles and practices
-Budget preparation practices and procedures
-Supervisory practices and techniques
-Cost allocation practices and procedures
-Internal controls
-Computerized financial management information systems

The Financial Manager II must also have the ability to:
-Make mathematical computations with speed and accuracy
-Analyze, interpret and evaluate accounting problems
-Develop checkpoints to maintain over-all integrity of the financial system
-Interpret and apply rules and regulations of considerable complexity
-Prepare accurate financial and statistical reports
-Communicate effectively orally and in writing
-Establish and maintain effective working relationships

Minimum Qualifications

Bachelor's degree in accounting or a bachelor's degree in any discipline that includes or is supplemented by 20 credit hours in accounting AND two (2) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.

OR

Bachelor's degree in any discipline AND four (4) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.

OR

Associate's degree AND six (6) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.

OR

High School diploma AND eight (8) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.

OR

One year as a Financial Manager I with the State of Vermont.

OR

Certification as a CPA.

Special Requirements

For some positions experience working with the VISION system (VISION is the State of Vermont PeopleSoft financial management system) may be required.
