Overview

The Agency of Digital Services (ADS) is looking for an experienced Financial Director to join our business office team. The business office supports the financial operations of the agency through budget development and monitoring, accounts payable and accounts receivable functions, purchasing, vendor management and related operational functions of ADS. Our mission is to work together with our partners in state government to deliver simple and intuitive technology solutions that improve the lives of the citizens of Vermont. As a Financial Director I, your duties will include:

• Supervision of two financial professionals responsible for payroll and expense functions, timesheet billing, purchasing card liaison, onboarding/offboarding functions, mobile and VoIP phone management, and fleet and facility management
• Department liaison between ADS and the Department of Human Resources 
• Employee recruitment and retention
• Labor costs analysis to assist in budget development

 

You'll work out of our Montpelier, VT office with a small team of finance and accounting professionals and will collaborate with other agency/department business offices and ADS staff. We are seeking candidates with a background in accounting and/or finance and a bachelor's degree in a relevant field, but additional years of work experience in lieu of a bachelor's degree may be qualifying.

Minimum Qualifications

Bachelor's degree in accounting or a bachelor's degree in any discipline that includes or is supplemented by 20 credit hours in accounting and two (2) years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included managing a major fiscal program or operation.

OR

Master's degree in accounting, business or public administration or a related field AND one (1) years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience including managing a major fiscal program or operation.

OR

Associate's degree AND four (4) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff OR six (6) years or more of experience managing a significant fiscal program or section.

OR

High school diploma or equivalent and seven (7) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.

OR

One (1) year as a Financial Manager III with the State of Vermont.

Note: For some positions preference may be given to applicants with experience managing large fiscal operations.

Special Requirements

For some positions experience working with the VISION system (VISION is the State of Vermont PeopleSoft financial management system) may be required.
