Title: Financial Administrator II (Limited Service)

Overview
The Department of Environmental Conservation has an opportunity for a Financial Administrator II to be the accounts payable lead in our Finance Section within the Administration and Innovation Division. This position will be responsible for supervising the purchasing and accounts payable team, which includes supervising direct reports that process purchase requests and invoices for several programs within the Department, as well as provide support to the entire department in procurement of goods/commodities. In addition, this position will assist in maintaining appropriate fiscal controls, follow uniform federal and state guidance with ensuring all procurement is done in compliance with state and federal guidelines. Collaborative teamwork with other units/supervisors/vendors is required on a daily basis and the candidate must have strong interpersonal skills via
both verbal and written communications.
The Department of Environmental Conservation currently operates in a hybrid working environment, supporting remote work as well as Core Days in which all staff are in the office. Permission to participate in telework is applied for on an individual basis.

Class Definition
Professional level accounting work in the maintenance, review and reconciliation of financial records to ensure compliance with accepted accounting principles and standards. May serve as an expert in a specific fiscal program, or perform highly specialized fiscal analysis or auditing. May supervise technical accounting personnel and performs professional work in the maintenance of accounting and financial records, or perform functional supervision over two or more complex accounting functions. Analyzes financial reports, programs, costs, payments and/or accounting processes. Duties are performed under the general supervision of an administrative supervisor.
Environmental Factors
Work is performed in a standard office setting.
Minimum Qualifications
High School diploma or equivalent AND four (4) years or more of professional experience in accounting involving maintaining, reviewing, and analyzing accounting or financial data and records to ensure compliance with accepted accounting practices and standards.
OR
Two years of full-time college coursework OR an Associate's degree in accounting, business administration, office administration or a related field AND three (3) years or more of professional experience in accounting involving maintaining, reviewing, and analyzing accounting or financial data and records to ensure compliance with accepted accounting practices and standards.
OR
Bachelor's degree in accounting AND one (1) year or more of professional experience in accounting involving maintaining, reviewing, and analyzing accounting or financial data and records to ensure compliance with accepted accounting practices and standards.
OR
One (1) year or more as a Financial Administrator I with the State of Vermont.
OR
Certification as a CPA.
Preferred Qualifications
For some positions preference may be given to applicants with supervisory experience.
Special Requirements
For some positions experience working with the VISION system (VISION is the State of Vermont PeopleSoft financial management system) may be required.
