Overview

The Green Mountain Care Board (GMCB or Board) is the regulatory entity for hospital budgets in the State of Vermont; the Board also regulates health insurers in the individual, small group, and large group markets, oversees Vermont accountable care organizations, and reviews and approves requests for hospital and other health care organization capital expenditures. The Board is also tasked with overseeing aspects of Vermont's health care reform initiatives, and has statutory authority to launch payment reform pilots and set new health care payment models (see V.S.A. 18 § 9375). The Green Mountain Care Board's mission is to improve the health of Vermonters through a high-quality, accessible, affordable, and sustainable health care system. The Board regulates and evaluates significant segments of Vermont's health care system.

 

The Executive Assistant position reports to the Chair of the Board, supporting the Chair, Board Members and Executive Director directly as well as providing general support for the GMCB's administrative operations. 

Main responsibilities include, but are not limited to:

  • Support Board Chair, Board Members and Executive Director 
    • Provide executive assistance in scheduling, correspondence, time reporting, submitting expenses, coordinating travel plans, projects, reports, and special assignments. 

 

  • Meetings 
    • Schedule and staff weekly public Board meetings, including coordinating presenters and panels, collecting presentation materials, copying and posting meeting materials, preparing the meeting room, preparing agenda and taking minutes. 
    • Manage and schedule all internal meetings for Board and staff, including Public Advisory Committees, Rate Review Forums, and Traveling Board Meetings. 
    • Administrative support for Data Governance Council. 
    • Posting meeting agendas and materials to the website. 
    • Ensure compliance with Open Public Meeting Law.

 

  • Public Records Requests
    • Assist Public Records Officer with responding to public records requests, recording in shared drive and public records request SharePoint site, and gathering responsive records. 
    • Assist Hospital Budget Team 
    • Post documents on GMCB's website. 
    • Schedule meetings with hospital leadership as needed. 
    • Create hospital budget binders for the Board and team. 
    • Participate in Hospital Finance staff team meetings  

 

  • Press and the Public 
    • Produce and manage press releases and media notices. 
    • Coordinate media requests and appearances including print, television, and radio. 
    • In coordination with the Chair and Executive Director, organize outreach and communication to press, stakeholder groups, and presenters. 
    • Assist with responding to, cataloging, and distributing comments from the public and stakeholder organizations. 

 

  • General Office Administrative Support 
    • Experience with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook). 
    • Reception, main phone, calendars, filing, mail, backup tech liaison, special projects as needed. 
    • Provide back-up support to the business office as needed. 

 
The Board is currently supporting a flexible work model. Requests for some telework each week may be considered. The starting salary range is $43,000-$45,000 with full health benefits. Salary may be negotiable based on experience and qualifications.

Environmental Factors

Duties are generally performed in a standard office setting. Some travel may be required. Some work outside of regular office hours.
