Title: Climate Change Mitigation & Modeling Coordinator - Limited Service

Overview
The Agency of Natural Resources Climate Action Office (CAO) is recruiting for an Environmental Analyst V to bring technical expertise to the Agency's climate mitigation work. This position will support mitigation programs, policy development, and rulemakings, advancing efforts to account for and reduce Vermont's greenhouse gas emissions.
This position will act as Vermont's technical and administrative representative to the Regional Greenhouse Gas Initiative (RGGI), a multi-state cap-and-trade program designed to reduce carbon dioxide emissions from the power sector. As RGGI representative, this position will manage Vermont's allowances, participate in regularly scheduled working groups, and provide briefings to leadership. This position will also manage the State's climate mitigation modeling, utilizing existing data and projections of economic activity to forecast emissions of greenhouse gases and other pollutants. These modeling efforts will allow State Agencies to consider the impacts of various mitigation programs and policies, ultimately supporting their design and implementation.
This position will coordinate closely with other State Agencies and Departments including the Public Service Department, the Agency of Transportation, and the Department of Environmental Conservation. Further, this position will coordinate with counterparts in other states through participation in relevant regional and national working groups on themes such as greenhouse gas emissions reporting and modeling.
Experience with greenhouse gas emissions modeling and familiarity with market-based emissions reduction programs will be important for success in this position. Project management and communication skills, specifically as it relates to translating technical information into plain language, will also be important. Proficiency in Excel is required. The position's duty station is located in Montpelier.

Environmental Factors
Duties are largely performed in an office setting; however, some field travel may be necessary for which private means of transportation must be available. Field work may involve exposure to chemicals, gases, hazardous liquid and solid waste, and construction sites during all weather conditions; and may involve traversing rough terrain and bodies of water. Some work outside of regular working hours, including attendance at public meetings, may be required. Strong differences of opinion may be encountered on a regular basis.
Minimum Qualifications
Master's degree or higher in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field AND one (1) or more years of experience in a natural resources field.
OR
Bachelor's degree in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field AND two (2) or more years of experience in a natural resources field.
OR
Five (5) years or more of experience in an engineering, environmental, social science, data science, or natural resources field.
