Overview

The Department of Labor is currently seeking an Employer Services Specialist. This position involves technical and fiscal work for the involving the determination of employer liability, and maintenance of accounting and financial records. Work is performed under the supervision of the UC Employer Services Program Administrator.

Specific duties of this position include:
 

  • Processing reports and payments related to unemployment taxes and health care.
  • Prepare change reports, employer refunds, and prepare field audit findings for entry.
  • Review misclassification penalty determinations, make new employer unemployment tax liability determinations.
  • Answer questions on the Employee Leasing Licensure process.
  • Assist in the reconciliation of unemployment benefit account.
  • Process reviewed blocked unemployment benefit claims transactions and process employer wage request.
  • Process wage record data base of all Vermont employers' employee wages for use in benefit claims eligibility and process various claims forms.
  • Educate employers on their responsibilities and respond to both employer and IRS request for FUTA re-certification.
  • Assist in the preparation of unemployment tax appeals for administrative hearing.
  • Assist in calculating employer rates during annual rate run as well as preparing charge credit adjustment rate recalculations for review.
  • Answer questions on Vermont's New Hire submissions.
  • Provide assistance in claims overflow.

Environmental Factors

Incumbents must be able to work with high volumes and under stressful federal performance expectations for quality and timeliness of all unemployment tax functions. Incumbents may encounter employers or their representatives who are uncooperative or angry during interactions involving their cost of unemployment tax, health care assessment, and/or misclassification penalty assessments. Workload volume will be extremely high at times.

Minimum Qualifications

Bachelor's degree, including or supplemented by at least six credits in accounting.

OR

Associate's degree, including or supplemented by at least six credits in accounting AND two (2) years or more of fiscal work experience.

OR

High School diploma or equivalent AND four (4) years or more of fiscal work experience, INCLUDING two (2) or more at or above an Account Clerk level of responsibility.
