The Agency of Education (AOE) is seeking an Early Education Programs Coordinator I to join the Early Education Team. This position will support the implementation of Act 166, a law that ensures access to Universal Prekindergarten for preschool-age children. This position will provide daily oversight, implementation of procedures, and execution of AOE's Universal Prekindergarten monitoring system.
The Early Education Team consistently works to support early education, ensuring each and every child has access to and is able to fully participate in their early education learning environment. We believe in the implementation of high-quality, effective instruction by licensed educators who use evidence-based practices within intentionally designed early learning environments to realize each and every child's full potential. We are looking for a candidate who is a team player, has early childhood education experience as an educator or administrator, as well as direct experience and expertise in high-quality PreK education.
Responsibilities include:
- Implementing components of the existing Universal Prekindergarten monitoring system, including conducting targeted on-site monitoring visits, classroom observations using state-approved tools, conducting interviews, file reviews, and updating targeted site progress.
- Collaborating with members of the Early Education team by preparing for and participating in weekly Accountability and Continuous Improvement meetings.
- Cross-agency collaboration with the Child Development Division to jointly monitor Universal Prekindergarten.
- Knowledge of and staying up to date on Vermont State initiatives and state and federal laws, including Act 166, state rule 2600, Childcare Licensing regulations, ADA, 504, and IDEA as it relates to Universal Prekindergarten.
- Completing training and staying current on UPK Monitoring System, Professional Development as it relates to Early Childhood Education, State-selected Software, and tracking measures.
- Contributing to the development, implementation, and dissemination of content trainings, Technical Assistance, and guidance to UPK programs.
- Understanding of data input, collection, and analysis.

Environmental Factors
Work is generally performed in a standard office setting but significant travel may be anticipated for which private means of transportation must be available. Some work outside of normal work schedule may be required. There may be considerable interaction with a variety of publics and strong differences of opinion may be encountered.
Minimum Qualifications
Bachelor’s degree in education, public administration, or related field AND four (4) years or more at a professional level in education, program development, or leadership role in a public or private educational institution.
OR
Three (3) years or more of experience as an Education Consultant II with the State of Vermont.
Preferred Qualifications
Master's degree in Early Childhood Education or Early Childhood Special Education
Knowledge of Act 166 and Vermont's UPK Rules
Knowledge of high-quality research and evidence-based practices, including the pyramid model
Knowledge and experience with the Vermont Early Learning Standards (VELS)
Experience with Early Multi-Tiered System of Support (MTSS) and Teaching Pyramid Observation Tool (TPOT)
Knowledge of Classroom Assessment Scoring System (CLASS)
Knowledge and application of adult learning and training principles
Experience working in state government
