The Student Support Services (SSS) Division's Early Education Team at the VT Agency of Education (AOE) is seeking an Early Education Team Manager who is dedicated, knowledgeable and experienced in early childhood education (birth-age 8). This position will provide statewide Early Education leadership, oversight, and support to Vermont supervisory unions and districts, schools, early childhood educators and special educators, private and public universal prekindergarten education (UPK) programs, families and communities, with the goal of supporting high quality inclusive UPK in Vermont. 


Key responsibilities include but are not limited to:

  • Lead and support Early Education team in its work supporting programmatic quality and compliance, which includes:
  • The implementation of the UPK Accountability and Continuous Improvement Monitoring System addressing compliance with state and federal requirements;
  • The development and improvement of Early MTSS Frameworks;
  • Addressing the needs of early learners receiving special education services;
  • Collaboratively supporting the AOE's work on licensure for early educators
  • Representing the AOE on early childhood state advisory councils/committees
  • Collaborating across the AOE on Early Education initiatives, with an eye towards fostering the representation of UPK throughout the AOE's work
  • Collaborating across other state agencies/divisions on Early Education initiatives, including AHS and CDD 
  • Infrequent travel to attend professional development events, as needed (several times annually), to stay current on best practices and UPK requirements 
  • Lead or participate in UPK-related grant and report writing, as needed
  • Represent the AOE in public presentations, and through the infrequent delivery of legislative testimony
  • Supervise a team of five staff  and promote a positive and collaborative culture within the Early Education team
  • Collaborate with leads of other SSS teams to help ensure that the division's work is coherent and impactful


Successful candidates will have deep experience in the field of early education, in a way that promotes an authentic understanding of the perspectives of practitioners, families, and policymakers.  A demonstrated ability to communicate effectively with various stakeholders is also required. 


Preferred skills and experience include: project management; grant management; early education as a public-school administrator or licensed educator; knowledge of and/or experience with data collection, analysis, and reporting; data-driven decision-making; child progress monitoring and continuous improvement models.

Environmental Factors

Normal office working conditions generally prevail. Incumbent must be able to interact, work, and deal with Department staff, educators, state, federal, and local officials, and the general public. Evening and weekend work may be required. Considerable travel is necessary for which private means of transportation must be available

Minimum Qualifications

Master's degree in education, public administration, or related field AND five (5) years or more of experience in education or human services, INCLUDING one (1) year or more with planning, policy, program administration or a program evaluation role AND two (2) years or more of supervisory experience.
Bachelor's degree in education, public administration, or related field AND seven (7) years or more of experience in education or human services, INCLUDING one (1) year or more with planning, policy, program administration or a program evaluation role AND two (2) years or more of supervisory experience.
