Overview

The State of Vermont is seeking a dynamic and strategic leader to join our team as the Director of the Enterprise Project Management Office (EPMO). This pivotal role involves overseeing the planning, execution, and management of technology projects and initiatives across the state. The Director will be responsible for strategic planning, procurement, and deployment of project management and business analysis methodologies and tools. This position ensures the coordination of project portfolio management, development of enterprise standards, and adherence to project governance and compliance protocols. The Director will also manage project teams, staff, and special programs, while supervising a team of professional and contracted staff. This role reports directly to the Chief Program Officer.


Key Responsibilities:

  • Lead enterprise-level strategic planning for project management and business analysis.
  • Oversee the procurement review and project approval process.
  • Provide innovative problem-solving solutions tailored to organizational project needs.
  • Recommend and implement project management and business analysis methodologies and standards.
  • Deliver technology solutions in collaboration with business partners and the Agency of Digital Services.
  • Ensure compliance with project governance and risk management protocols.
  • Facilitate staff development in project management and business analysis practices.
  • Collaborate closely with technical colleagues in the Agency of Digital Services.
  • Undertake special projects and chair task forces and workgroups to meet agency goals.
  • Perform related duties as required

 

Knowledge, Skills, and Abilities:

  • Strong knowledge of project management and business analysis methodologies, tools, and software.
  • Proficiency in system analysis, project portfolio management, and governance frameworks.
  • Up-to-date knowledge of trends in the project management and business analysis industry.
  • Expertise in contract management, budgeting, and planning procedures.
  • Expertise in cost management principles and practices.
  • Solid understanding of management principles and practices.
  • Proven ability to plan, assign, supervise, and review the work of subordinates.
  • Excellent communication skills, both oral and written.
  • Ability to establish and maintain effective work relationships.

 

The anticipated approximate starting salary range, depending on experience and qualifications will range from $135,000 to $145,000.

Environmental Factors

  • Position is expected to be in the office 3 times per week.
  • Primary work location is Montpelier, with frequent travel to Waterbury
  • Work is primarily performed in a standard office setting.

Minimum Qualifications

  • Education: Bachelor's Degree in Public Administration, Business Administration, Information Systems, or a related field.
  • Experience: Extensive experience in project management, including leadership roles in managing technology projects and teams.
  • Certification: PMP Certificate required.
