Overview

The Department of Housing and Community Development seeks candidates with strong project and financial management skills to assist the Department's Housing Division in coordinating and orchestrating the assistance provided through the Emergency Rental Assistance Program. The position requires a high level of organization and the ability to communicate effectively with multiple State and non-State partners as well as an ability to direct recipients of assistance to the appropriate technical assistance organizations.

The Community Development Specialist II - Emergency Rental Assistance Program will provide oversight of partner activities and conduct financial reviews, and report review. It will help ensure Department and grantees maintain compliance with program requirements set by the U.S. Treasury as well as ensuring efficient and effective program accessibility. The position requires attention to detail; ease in working with the public; strong interpersonal, oral and written communication skills; and the ability to work both independently and as a member of a team.

This is a Full-Time, Limited Service Position with a current end date of September 2022. Limited Service positions are established for specially funded projects or programs.

Environmental Factors

Work is performed primarily in an office setting and in a variety of field situations including large group meetings. Private means of transportation should be available since travel is required. Some evening hours may be required for meetings with public officials. Urgent deadlines are a routine part of the job. Encounters with conflicting opinions or grant applicants who did not get funded will occur.

Minimum Qualifications

Bachelor's degree AND three (3) or more years of experience at or above a technical level in program administration in a public or private organization involving state, regional, local or community planning or development

OR

Master's degree in a relevant field AND one (1) or more years of experience at or above a technical level in program administration in a public or private organization involving state, regional, local or community planning or development.

Preferred Qualifications

Experience working with some of the following agencies is helpful: Vermont State Housing Authority, Vermont Housing & Conservation Board, Vermont Housing Finance Agency, Vermont Economic Development Authority, Rural Development, Department of Economic Development, Agency of Natural Resources, regional planning and development is preferred.
