Title: Chief Strategy & Accountability Officer

Overview
The Chief of Strategy & Accountability (CSA) serves as a key member of the leadership team and executive cabinet for the Vermont Agency of Education, reporting directly to the Secretary of Education. This role is responsible for assuring implementation of state and federal education rules and regulation to ensure equitable access to high-quality education for all students. The CSA will lead efforts to improve state-level performance measurement, accountability, and reporting practices to support timely and reliable monitoring of district, departmental and school-based instructional and administrative programs. The CSA will develop, coordinate, and implement strategic initiatives across Vermont’s education system to support continuous improvement in alignment with state education priorities. Collaborating closely with the Chief Academic Officer and Chief Operations Officer, the CSA will organize and lead cross-functional teams to provide differentiated support, technical assistance, and training to districts.
Key Responsibilities
- Strategic Leadership and Continuous Improvement
- Ensure the use of data-driven continuous improvement and accountability strategies aligned with state education priorities.
- Organize and oversee cross-functional teams to differentiate support to districts based and evaluate promising practices.
- Accountability
- Lead the review and oversight of school and district accountability systems and ensure alignment and integration with state and local education goals and priorities.
- Promote evidence-based continuous improvement strategies that meet the needs of diverse learners, including English learners, students with disabilities, and economically disadvantaged students.
- Oversee the development of policies, procedures, and processes related to educator licensing and registration and to ensure high quality instruction for all Vermont students.
- Manage administrative complaints and ensure accountability and transparency for Independent Schools and Boards of Cooperative Education Services (BOCES).
- Organizational Strategy
- Supervise and support teams responsible for pre-award grants and Agency contracts.
- Develop, implement, and monitor strategies to improve Agency culture and talent development, and to support effective change management.
- Oversee budgets and resources allocated to Agency strategic priorities, ensuring efficient and equitable use of funds.
Salary negotiable at time of offer, commensurate with applicable experience and skill. Expected salary range $110,000-$155,000.

Environmental Factors
Work is performed in a standard office setting, but some in-state travel will be required.
Minimum Qualifications
Master's degree in education, educational leadership, or a related field AND ten (10) or more years of experience in K-12 education, with at least five (5) years in a senior leadership role.
Preferred Qualifications
Doctorate degree.
Demonstrated record of improving student outcomes and leading large-scale academic initiatives.
Professional-level knowledge of, and experience in, school continuous improvement, instructional best practices, and state/federal education policies.
Strong understanding of equity in education and strategies to close achievement gaps.
Exceptional communication, interpersonal, and leadership skills.
Demonstrated ability to build consensus among diverse stakeholders and drive results in complex systems.
Proficiency in using data to inform decision-making and improve educational outcomes.
Experience working in a state education agency, school district, or other public education institution.
Familiarity with state and federal legislative and regulatory processes related to education.
Expertise in leveraging technology to enhance educational strategy and continuous improvement.
