The State of Vermont’s Agency of Digital Services is looking for an enthusiastic C# .NET Web Developer with SQL Server development skills to join a team of IT professionals dedicated to modernizing the Department of Labor’s Unemployment Insurance System. The selected candidate will work with stakeholders and the IT team to analyze, design, implement and maintain a comprehensive program that supports Vermonters through employment transitions.

Duties of the C# .NET Web Developer include:

•    Will be responsible for coding, testing, debugging, documenting and supporting all types of applications consistent with established specifications and requirements.
•    Be capable of working in a Waterfall or Agile environments and interacting/coordinating with all members of the team (Product, QA, Implementations) in order to deliver high-quality and efficient solutions.
•    Daily activities will include designing, building, testing, and maintaining efficient, reusable, and reliable C# code that fulfill the business needs in coordination with a multi-location development team. 
•    As a developer you will ensure the best possible performance, quality, and responsiveness of applications as well as identifying bottlenecks and bugs, and devise solutions to these problems.
•    Apply proven programming techniques to improve efficiency and maintainability of code.  
•    Employ proven communication, analytical, and problem-solving skills to make good programming decisions. 
•    Collaborate with coworkers to increase software coding, pattern, and architecture knowledge base.

This position, C# .NET Web Developer (Job Requisition #3193), is open to all State employees and external applicants. It is a Limited Service position, which is non-tenured and authorized for a specific period of time. Limited Service positions are established for specially funded projects or programs.

Environmental Factors

Work is performed in a standard office setting and there is considerable interaction with users and members of project teams requiring some tact and diplomacy to balance competing views. Work outside of regular work schedule can be anticipated.

Minimum Qualifications

Bachelor's degree in computer science AND two (2) or more years of experience in computer or network support, programming or analysis, or database administration.


Associate's degree in computer science or college-level coursework that includes 15 computer science credits AND four (4) or more years of experience in computer or network support, programming or analysis, or database administration.


Six (6) or more years of experience in computer or network support, programming or analysis, or database administration.

Preferred Qualifications

•    Bachelor’s degree or above in Computer Science;
•    Strong knowledge of .NET (Framework and Core)  and object-oriented programming
•    3+ years of Applications Development experience
•    3+ years' experience with C# .NET programming (ADO.NET, ASP.NET, MVC)
•    3+ years’ experience SQL Server (creating SQL, table design, views, stored procedures, triggers, etc.)
•    3+ years’ experience with REST, SOAP, and related Web Service oriented architectures
•    2+ years’ experience with developing web APIs
•    2+ years’ experience with Visual Studio / TFS / DevOps Source Control
•    2+ years’ experience with HTML, CSS, JavaScript, JSON, AJAX
•    Understanding of fundamental design principles for building scalable applications
•    Excellent communication skills are a must
•    Working knowledge of Antlr, Aspose, Autofac, Bootstrap, Dapper, Entity Framework, Fluent Validation, Glimpse, Hang Fire, Identity Server, jQuery, Knockoutjs, log4net, MS Build, Owin, Serilog, SEQ, SSIS, SSRS, Task Runner, and Unity are a plus.
