Overview

The Vermont Department of Labor is seeking a highly motivated and independent business leader to manage a variety of projects and department-wide efforts. As a Business Application Support Manager, the successful candidate will be responsible for the successful design, development, implementation and evaluation of a variety of operational efforts.

Assigned to the Commissioner's Office, this position operates with a high level of independent decision-making and accountability, and with minimal supervision and broad guidelines from the Commissioner or designee.  This position is expected to have a high-level of knowledge, skills and ability to lead the Department in compliance work, working many times as an in-house project manager.  In essence, the manager is expected to know, or come to know, what needs to be done, what actions must be taken to ensure the successful completion of the task, and how to evaluate the overall performance of the effort. 

Examples of responsibilities include, but are not limited to:

•    leading negotiations between the Department, state agencies, and external partners pertaining to data sharing agreements, program operation and alignment, and shared-funding agreements as needed. Draft documents to articulate said agreements;
•    coordinate the implementation of various strategies related to organizational development, continuous improvement, training and education, and other value-added initiatives related to achieving goals related to workforce development, unemployment insurance, workers' compensation, workplace safety, and other state-wide priorities.  
•    coordinate the Department's strategic planning and Balanced Scorecard effort through plan creation, management, tracking and evaluation, ensuring long-term alignment and success. Represent the Department of Labor in high-level strategic conversations to advise and support the administration.
•    Serve as the department administrator of the State Workforce Development Board in their federal and state obligations, make recommendations on actions items and decision points as requested. Work collaboratively with the Executive Director and Chair of the State Workforce Board. 

Candidates who possess the following skills and abilities are strongly preferred:

•    Knowledge of workforce education, re-employment efforts, training, and development programs, regulations, and statutes.
•    Knowledge of federal and state government, the legislative process and operations, including policy development and policy analysis.
•    Knowledge of strategic planning, continuous improvement, project management, employee training and development, and the ability to conceptualize creative solutions to problems.
•    Ability to research best practices, identify the relevant data, and draw appropriate conclusions.
•    Ability to design and evaluate system and program performance, and implement corrective actions as necessary.
•    Ability to understand complex concepts and develop simplified solutions
•    Strong organizational skills and the ability to work independently to achieve goals.
•    Ability to write and interpret complex regulations and to analyze their impact on current and proposed programs.
•    Ability to manage multiple priorities with significant deadlines.
•    Exemplary oral and written communication.
•    Ability to establish and maintain effective working relationships.

Environmental Factors

Duties are performed largely in a standard office setting. Private means of transportation should be available for required travel. Must be able to communicate and interact directly with management and employees at varying degrees of system skill sets as well as varying levels of authority. Conflicting priorities and operational problems may be anticipated; competing priorities and tight deadlines are a frequent occurrence.

Minimum Qualifications

Bachelor's Degree AND four (4) years of experience at a technical level working in a business environment supporting business applications
OR
Associates degree in business or computer science - and six years experience at a technical level working in a business environment supporting business applications or an enterprise application system
OR
Eight years experience at a technical level working in a business environment using an enterprise application system.
