Overview

The Design & Construction Division of BGS at the State of Vermont is seeking a self-starter to manage the design and construction of building projects of varying degrees of complexity including repair, renovations, and new construction. The incumbent will be responsible for design, permitting, and construction phases serving as the primary point of contact. Candidates must have the ability to establish effective working relationships and thrive in a fast-paced environment.

Class Definition

Project development and oversight work at a professional level involving the planning development and timely completion of capital projects for the Department of Buildings and General Services. Position is responsible for the management over all phases of the project. Supervision is exercised over a team of consultant Engineers and Technicians as well as over other Department personnel on a project basis. This class is the second of three levels in the series and is considered to be a fully functioning Project Manager. Incumbents at this level work on a variety of capital projects for the Department of Buildings and General Services that include both new construction and major renovations. Work is performed under the direction of the Facilities Director.

Environmental Factors

Duties are performed in office and field settings. Attendance at public meetings as a representative of the Department may be required. Some public speaking may be necessary. Private means of transportation must be available for required travel. Duties may not always adhere to a standard daily or weekly schedule. Some exposure to adverse climate conditions and adversarial opinions at hearings is predictable.

Minimum Qualifications

Bachelor's degree in construction management or a closely related field.

OR

Associate's degree in construction management or a closely related field AND four (4) years of experience in building construction, repair, and/or maintenance or conducting code compliance reviews of buildings and of building systems. (i.e. plumbing, electrical, and mechanical) including two (2) years of overseeing multiple construction or renovation projects.

OR

High School diploma or equivalent AND five (5) year’s experience in construction management, repair, and/or maintenance or conducting code compliance reviews of buildings and of building systems (i.e. plumbing, electrical, and mechanical) including two (2) years of overseeing multiple construction or renovation projects.

Preferred Qualifications

Experience interpreting blueprint design and cost analysis, contract compliance and interpretation, methods of time estimation and recording.
