Analyzes and evaluates the needs, resources, and plans of assigned departments.  Evaluates program goals and objectives.  Designs and conducts research to determine the nature and extent of problems in assigned program areas.  Analyzes, evaluates and makes recommendations regarding program revisions and/or proposed new programs in relation to goals, accomplishments and costs. Develops criteria for measuring workload and accomplishments. Performs program management reviews including effectiveness of organizational structure, operating efficiency, internal controls and systems for improving productivity and accountability. Develops, recommends and assists in the implementation of improved operational and management methods.  Negotiates agreements for improvement with agency heads and program managers. Assists agency/department heads in preparation and presentation of testimony to the Legislature. Examines and evaluates requests for capital improvements; recommends capital expenditures for inclusion in the Governor's capital improvements budget.

Environmental Factors

Duties are performed largely in a standard office setting. Private means of transportation should be available for required travel. The role involves intensive interaction with departmental officials who may advocate strongly for their programs. Required recommendations may be difficult because of competing interests and limited resources. Rapid response in the face of tight deadlines may be necessary. Evening and weekend duty may be anticipated.

Minimum Qualifications

Master's degree or higher in business administration, public administration or a closely related field.


Bachelor's degree AND two (2) years or more of program or fiscal management experience.

Preferred Qualifications

MPA, MBA, JD, or other advanced degree.

Experience in program planning and/or evaluation.
