We are seeking an Assistant Director of Tax Compliance. The Assistant Director collaborates closely with the Director to assist with the managerial functions of leading the Compliance Division. This position also works closely with the Divisions' Audit Manager, other division directors, and the Department's leadership team, including the Chief Operating Officer, General Counsel, and Commissioner.
The Assistant Director helps to oversee, coordinate, and support the roughly 50-person Compliance Division. The Division is comprised of audit, collections, data analysis, and support sections. These sections work together to employ a service-oriented approach to discovery, audit, and collection of delinquent taxes as well as promote voluntary compliance. The current salary for this position can range from $71,000 to $112,000, depending on experience and qualifications.
Key responsibilities of the position include but are not limited to:
- Proactively guiding the Department's compliance functions through an increasingly complex economy.
- Coordinating compliance initiatives and programs with other states' revenue departments, other Vermont departments and agencies, the Multistate Tax Commission, and the Federation of Tax Administrators.
- Supporting, developing, and deploying the Compliance Division's strategic plans, processes, objectives, goals, priorities, and projects.
- Evaluating the Division's effectiveness and efficiency in handling cases and other related work.
- Collaborating with the Compliance Audit manager to develop and promote initiatives included in the annual Audit Plan, which guides the Division's audit work.
- Evaluating, supporting, and improving the performance of employees.

- Knowledge of economics and business climate as it relates to audit strategies and issues impacting Vermont.
- A strong command of Generally Accepted Accounting Principles, audit frameworks, and approaches to compliance.
- High integrity and the ability to ensure compliance with strict confidentiality standards.
This is a full-time position located in Montpelier, VT with opportunities to hybrid telework. The Tax Department permits eligible employees to request voluntary participation in the State of Vermont telework program. Telework eligibility is determined on a case-by-case basis and is consistent with state and Department policies.

Environmental Factors
Duties are performed largely in a standard office setting. Incumbents can anticipate some stressful encounters with taxpayers or their representatives with strong differences of opinion. Occasional travel requires private means of transportation. Some work outside of normal work schedule may be anticipated.
Minimum Qualifications
Master's degree or higher in public or business administration, accounting or a related field AND two (2) years of experience at or above a technical level in auditing, public or business administration, accounting or fiscal management INCLUDING two (2) years of supervisory experience.
OR
Bachelor's degree in public or business administration, accounting or a related field AND three (3) years of experience at or above a technical level in auditing, public or business administration, accounting or fiscal management INCLUDING two (2) years of supervisory experience.
OR
Associate's degree in public or business administration, accounting or a related field AND five (5) years of experience at or above a technical level in an auditing, public or business administration, or fiscal management INCLUDING two (2) years of supervisory experience.
OR
Seven (7) years of experience at a professional level in auditing, public or business administration, accounting, or fiscal management INCLUDING two (2) years of supervisory experience.
Special Requirements
Background Checks: This position will primarily support the Department of Taxes. Candidates must agree to be fingerprinted and pass a background check to be eligible for this position, which will involve access to sensitive federal tax information. Background checks are required by the Internal Revenue Service and are authorized under Vermont law. 3 V.S.A. § 241. In accordance with VDT Standard Operating Procedure 2018-01, Background Investigations, Vermont and national criminal record checks will be conducted on all candidates. Candidates will have the right to withdraw their application before fingerprinting or a background check is conducted.
