Key Responsibilities for The Assistant Director of Finance:

  • Supervises a team of 4-5 employees, overseeing complex departmental functions.
  • Compiles and analyzes data for revenue reports and manages bank account reconciliations.
  • Coordinates the Department’s annual audit. 
  • Helps prepare and monitor the Department’s budget.
  • Ensures compliance with GAAP/GASB accounting principles and manages large projects.
  • Recruits and develops staff, fostering a culture of continuous learning.
  • Works closely with the Department’s executive and management team, including the Commissioner, Deputy Commissioner, and Chief Operating Officer.
  • Reviews and supports work on contracts and accounts payable.
  • Collaborates with state and federal agencies to enhance Vermont’s tax system.
  • Researches trends and best practices to position the Department as a model of service-oriented government and tax administration.

 

We’re looking for someone with:

  • A strong background in finance and governmental accounting (GAAP/GASB).
  • Experience analyzing financial data and preparing and managing budgets.  
  • Experience managing external audits, ensuring compliance with accounting standards and regulations.
  • Proven leadership skills with a focus on team development.
  • An aptitude for interpreting complex regulations and preparing detailed financial reports.
  • Excellent communication and organizational skills.

 

Preferred qualifications:

  • ERP/general ledger experience especially State of Vermont’s financial systems (VISION or similar: Oracle/PeopleSoft, SAP, Workday).
  • Advanced Excel (PivotTables, Power Query), data visualization (Power BI/Tableau), and SQL or Alteryx/RPA for process automation.
  • Experience with cash management, bank reconciliation, accounts receivable, revenue processing, and variance analysis.
  • Experience supervising and managing a team to achieve common objectives.
  • Familiarity with tax administration and policy; Modernized e-File (MeF).

About The Finance Division

The Vermont Department of Taxes collects over $3 billion annually with daily receipts averaging between $4M-$6M. The Finance Division is responsible for monitoring all revenues and receivables activity at the Department, including daily reconciliations between the bank and the accounting systems. This division also prints refund checks and records disbursements, reconciles the revenue journal with the state’s VISION general ledger, and oversees the Departments annual audit. 

 

In addition to revenue accounting work, the Finance division hosts the Department’s:

  • Mail processing and scanning team,
  • Business Office, which handles contracts, purchasing, personnel support, building security and prepares the Department’s operating budget, and
  • Forms and Modernized E-File (MeF) Team, who coordinate form updates with each division in the Department and manage the MeF software vendor certification process.

 

Additional Information 

Compensation: This position is Pay Grade 28. The hourly salary rate for this position ranges from $37.06 to $58.45, and State of Vermont benefits are very competitive. The starting salary for this position may be negotiable depending on experience and qualifications. The annual salary for this position ranges from approximately $77,085 to $121,576. The annual salary range reflects the minimum and maximum salary potential in the assigned pay grade. The annual salary is calculated based on 2080 hours of annual compensation and does not include authorized overtime or other compensation. It also does not include any time taken off payroll.  

 

Hybrid work: This is a full-time position located in Montpelier, Vermont, with opportunities for up to two days of hybrid telework per week.  During the initial onboarding period, there will likely be more in-office days.  Applicants residing outside of commuting distance to Montpelier are encouraged to apply if they have a genuine desire to relocate.

 

Background Checks: This position will primarily support the Department of Taxes. Candidates must agree to be fingerprinted and pass a background check to be eligible for this position, which will involve access to sensitive federal tax information. Background checks are required by the Internal Revenue Service and are authorized under Vermont law. 3 V.S.A. § 241. In accordance with VDT Standard Operating Procedure 2018-01, Background Investigations, Vermont and national criminal record checks will be conducted on all candidates. Candidates will have the right to withdraw their application before fingerprinting or a background check is conducted.

Minimum Qualifications

Bachelor's degree in accounting or a bachelor's degree in any discipline that includes or is supplemented by 20 credit hours in accounting and two (2) years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included managing a major fiscal program or operation.

 

OR

 

Master's degree in accounting, business or public administration or a related field AND one (1) years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience including managing a major fiscal program or operation.

 

OR

 

Associate's degree AND four (4) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff OR six (6) years or more of experience managing a significant fiscal program or section.

 

OR

 

High school diploma or equivalent and seven (7) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.

 

OR

 

One (1) year as a Financial Manager III with the State of Vermont.

 

Note: For some positions preference may be given to applicants with experience managing large fiscal operations.

Special Requirements

For some positions experience working with the VISION system (VISION is the State of Vermont PeopleSoft financial management system) may be required.
