The Department of Forests, Parks and Recreation is seeking a Senior Manager of Finance and Administration as part of the Department's business office team, help manage accounting duties and the financial health of the organization and provide administrative support for Department staff. The ideal candidate brings the financial experience to successfully manage diverse activity across multiple funds programs and projects; a service-oriented approach; and the skills to support others with positivity and compassion. This position will supervise, so looking for a seasoned and dynamic leader.

Primary responsibilities include:
• Manage a wide range of administrative services functions, including budget monitoring, personnel, facility and general office functions.
• Accounting duties include general ledger, accounts payable, accounts receivable, internal controls, and audit response.
• Payroll support and management of VTHR task profiles and coding references.
• Manage asset data including IT, construction and/or maintenance, or consultation projects.
• May oversee grant and/or contract administration.
• Project management support for process improvement efforts.
• Support the members of the business office team and supervise technical or clerical staff.
This position is considered Administrative Services Manager II within the states classification system and will be referred to internally as the Senior Manager of Finance and Administration.

Minimum Qualifications
Bachelor's degree AND four (4) years or more of experience providing professional administrative-level services to a business or organization which included an accounting or budgeting function and experience as a supervisor of clerical or administrative staff.
OR
Bachelor's degree in accounting, business or public administration, office administration or a related field AND two (2) years or more of experience providing professional administrative-level services to a business or organization which included an accounting or budgeting function and experience as a supervisor of clerical or administrative staff.
OR
High school diploma AND six (6) years or more of experience providing professional administrative-level services to a business or organization which included an accounting or budgeting function and experience as a supervisor of clerical or administrative staff.
OR
Associate's degree in accounting, business or public administration, office administration or a related field AND four (4) years or more of experience providing professional administrative-level services to a business or organization which included an accounting or budgeting function and experience as a supervisor of clerical or administrative staff.
OR
One (1) year or more of experience as an Administrative Services Manager I with the State of Vermont.
NOTE: Only administrative work experience is qualifying. Administrative services includes those functions which keep the organization running or provide the resources for others to provide the programmatic work (e.g., accounting, budget management, grant administration, finance, human resources, payroll, purchasing, or space management).
Special Requirements
For some positions experience working with the VISION system (VISION is the State of Vermont PeopleSoft financial management system) may be required.
