Overview
The Department of Environmental Conservation’s (DEC) Public Drinking Water Program is seeking an experienced supervisor or manager to fill the role of the Business Administration and Planning (BAPS) Section supervisor as the Administrative Services Manager II. This position will supervise the Business Administration and Planning staff of the public drinking water program, oversee many of the business and administrative functions of the program, and work to bring the program into the 21st century through creation and improvement of electronic form use and online payments. This position oversees the existing team of 3 administrative positions, works closely with the other program supervisors to protect public health of Vermont’s citizens and visitors, and ensure continued safe and affordable drinking water in Vermont.
Responsibilities Include:
- Supervision of BAPS team.
- Management and processing of Division’s accounts payable and accounts receivable.
- Oversight of creating and implementing of ANR online/electronic forms and use of electronic data from submissions and payments.
- Supporting and promoting continuous improvement within the program.
- Management of the program’s outreach efforts to the regulated community and beyond
- Serving as the program records liaison, responding to public information requests.
The ideal candidate has experience with supervision or management, attention to detail and functional “bookkeeping” knowledge to ensure proper accounting, deposits, and expenditures, and a desire to improve current practices and encourage innovation in everyday tasks.

Work is performed in a standard office setting.
Minimum Qualifications
Bachelor's degree AND four (4) years or more of experience providing professional administrative-level services to a business or organization which included an accounting or budgeting function and experience as a supervisor of clerical or administrative staff.
OR
Bachelor's degree in accounting, business or public administration, office administration or a related field AND two (2) years or more of experience providing professional administrative-level services to a business or organization which included an accounting or budgeting function and experience as a supervisor of clerical or administrative staff.
OR
High school diploma AND six (6) years or more of experience providing professional administrative-level services to a business or organization which included an accounting or budgeting function and experience as a supervisor of clerical or administrative staff.
OR
Associate's degree in accounting, business or public administration, office administration or a related field AND four (4) years or more of experience providing professional administrative-level services to a business or organization which included an accounting or budgeting function and experience as a supervisor of clerical or administrative staff.
OR
One (1) year or more of experience as an Administrative Services Manager I with the State of Vermont.
NOTE: Only administrative work experience is qualifying. Administrative services includes those functions which keep the organization running or provide the resources for others to provide the programmatic work (e.g., accounting, budget management, grant administration, finance, human resources, payroll, purchasing, or space management).
Special Requirements
For some positions experience working with the VISION system (VISION is the State of Vermont PeopleSoft financial management system) may be required.
