Title: Administrative Services Director IV

Overview
Join our dynamic team at the Agency of Natural Resources (ANR) as an experienced and strategic Administrative Services Director IV. In this role, you will lead and coordinate high-level administrative, operational, and personnel functions across the agency. This position serves as a key member of ANR’s leadership team and provides executive direction over facilities, information technology, telecommunications, personnel administration, operational support functions and internal operations to ensure effective support of the Agency’s environmental and public service mission. The position is the agency’s Chief Operating Officer and provides stability and consistency during times of leadership transition.
You’ll work closely with the secretary and their deputy, commissioners, division directors, the Agency Secretary’s Office as well as many other statewide partners to ensure efficient operations, excellent coordination across state government and compliance with state policies and regulations.
Key Responsibilities
- Provide strategic leadership and oversight of agency-wide administrative operations. Examples include the deployment of more than $250 million in federal American Rescue Plan Act funding, inter-agency state and federal coordination on flood recovery actions with FEMA and state agencies, return-to-office leadership and facility lease decisions.
- Advise senior leadership on resource allocation and operational policy. Examples include consolidating or expanding regional office footprints, prioritizing information technology projects based on funding availability and strategy, and recommending what to pause, scale, or eliminate across the agency’s Secretary’s Office and its three departments.
- Develop and implement administrative strategies aligned with ANR priorities and statewide initiatives, primarily internally focused on the agency’s 600 full-time staff.
- Represent ANR in cross-agency administrative and financial coordination efforts.
- Promote a culture of accountability, equity, service, and collaboration across teams.
- Partner with the Chief Financial Officer in the development, monitoring, and management of the Agency’s operating budget.
- Lead internal controls and risk management processes.
- Supervise administrative units responsible for procurement, contracting, facilities, fleet, and support services.
- Ensure consistent implementation of statewide policies, procedures, and systems.
- Lead modernization initiatives and champion opportunities for continuous operational improvements.
- Oversee continuity of operations planning and administrative risk mitigation.
- Collaborate with Human Resources on workforce planning, organizational structure, and personnel processes.
- Support and guide leadership in change management and organizational development initiatives.
- Serve as liaison to central administrative departments and external partners.
- Support legislative requests, audits, and public accountability processes as needed.
- Lead special projects as assigned by the Secretary or Deputy Secretary

Minimum Qualifications
Master's degree in accounting, business or public administration or a related field AND three (3) years or more of professional-level experience performing and supervising (directly or indirectly) administrative functions for a moderate sized office, department or agency.
OR
Bachelor's degree in accounting, business or public administration, office administration or a related field AND five (5) years or more of professional-level experience performing and supervising (directly or indirectly) administrative functions for a moderate sized office, department or agency.
OR
Bachelor's degree AND six (6) years or more of professional-level experience performing and supervising (directly or indirectly) administrative functions for a moderate sized office, department or agency.
OR
High School diploma or equivalent AND ten (10) years or more of professional-level experience performing and supervising (directly or indirectly) administrative functions for a moderate sized office, department or agency.
OR
One (1) year or more as an Administrative Services Director III with the State of Vermont.
NOTE: Only administrative work experience is qualifying. Administrative support includes those functions which keep the organization running or provide the resources for others to provide the programmatic work (e.g., accounting, budget management, grant administration, finance, human resources, payroll, purchasing, or space management).
Special Requirements
For some positions experience working with the VISION system (VISION is the State of Vermont PeopleSoft financial management system) may be required.
