Overview

The Vermont State Archives and Records Administration (VSARA) is seeking a strategic leader with a strong background in government archives, public records administration, and information policy to serve as Deputy State Archivist. 

VSARA serves all Vermont government (local and state) and administers physical and digital archival records repositories as well as a public research room for archival research. This position has direct oversight and accountability for all state archives services of the Statewide Records and Information Management (RIM) Program and is performed with significant independence under the general direction of the State Archivist. 

 

What Will You Do?

 

Supervising a team of RIM specialists and technicians, you will provide cross-functional leadership, direction, facilitation and advisement on the administration and management of archival public records transferred into VSARA's custody for permanent preservation and access and the archival services VSARA provides to local and state government and the public. 

The ideal candidate has at least three (3) years of supervisory experience and seven (7) or more years of progressive experience in, and responsibilities for: 

•    Public archives administration with knowledge of government functions.
•    Records repository management, including standard operating procedures.
•    Internal control reviews, compliance audits, and risk assessments. 
•    Metadata standards, schemas and their management.
•    Digital preservation workflows, including system automation and integration.
•    Legal research to understand legislative intent and recordkeeping requirements.
•    Reviewing proposed legislation for implications as well as operational impact.
•    Promoting archival records and their use, value, and relevance to current events.
•    Public records requests management and fulfilment.

 

This position is best suited for someone who is committed to fostering collaborations, relationships, strategies, and technologies for the benefit of Vermonters and in support of government accountability and transparency; brings hands-on experience and curiosity to know "why;" and is genuinely interested in the administration and management of Vermont public records and information, including data, to support Vermont government and the public we collectively serve.

Environmental Factors

Work is performed in a standard office setting, but some travel may be required for which private means of transportation should be available. Work outside of regular business hours may be expected.

Minimum Qualifications

Bachelor’s degree or higher in library or information sciences, public administration, information technology, or related field AND seven (7) or more years of records and information management (RIM) experience in a government or corporate environment INCLUDING at least three (3) years of supervisory experience.

Preferred Qualifications

Graduate level coursework or degree in information systems (MIS/MISM), library and information science (MLIS/MLS), public administration (MPA), or another related area of study, including Juris Doctor (JD).

Professional certification, such as Certified Records Manager (CRM), Certified Records Analyst (CRA), Certified Information Professional (CIP), Information Governance Professional (IGP), and other certificates of specialization in information governance or records management from AIIM, ARMA, ICRM, and similar associations.
