Overview

The Vermont Department of Public Service seeks a General Counsel to provide legal advice and services to the Vermont Community Broadband Board (VCBB) and its Executive Director. The VCBB General Counsel may also represent the Vermont Community Broadband Board in proceedings before state and federal regulatory agencies, as well as state and federal courts and the Vermont General Assembly. 

 

This position will provide counsel on a variety of complex issues with substantial legal, financial, transactional, and public interest considerations that inform the work of the VCBB, in particular, the implementation of the recently passed Act 71, An Act Relating to Accelerated Community Broadband Deployment.

 

The VCBB General Counsel may appear before legislative committees on bills of particular importance and impact; and the development, implementation, and execution of litigation strategies in state and federal forums on complex regulatory matters. A background in the disciplines of telecommunications financing, engineering, or economics is desirable. Applicants must demonstrate the ability to work well with a multi-disciplinary team in a fast-paced environment. Experience in advising a board would be helpful. The applicant must have excellent research and writing skills. The position will report to the VCBB Executive Director.

 

The starting salary is $41.26/hr to $46.07/hr, depending on experience and qualifications. This is a full-time exempt position with benefits. The position is limited service, funded through 06/30/2026.

Minimum Qualifications

Must be a member in good standing of the Vermont bar, or eligible for admission.

Preferred Qualifications

At least five (5) years in telecommunications law or other public utility regulatory law, administrative law, commercial law, or civil litigation is preferred, but all candidates will be considered.

A background in the disciplines of telecommunications financing, engineering, or economics is preferred.

Ability to work well with a multi-disciplinary team in a fast-paced environment.

Experience in advising a board preferred.
