Overview

Supervision of investigations into allegations of abuse, neglect, or exploitation of vulnerable adults in the southern portion of the State. The incumbent must integrate a comprehensive knowledge of state law with interview techniques and knowledge of evidence collection to elicit detailed, meaningful information and to advise and direct APS Investigators throughout investigations. The incumbent trains new Investigators and distributes assignments taking into account current caseloads and likely investigation complexity to ensure timeliness of protective services and investigation completion. The incumbent monitors staff performance, provides training and counseling to staff, ensuring adherence to established protocols. The incumbent reviews compiled evidence and investigative reports supporting the recommendation, determining whether the information gathered satisfies the critical elements of the statue in order to develop a recommendation. The incumbent may provide education to agencies or the public about Adult Protective Services and reporting of abuse. The incumbent will service a small caseload of investigations. The incumbent must be available to conduct investigations and support and supervise staff in Addison, Bennington, Orange, Rutland, Windham, and Windsor counties.

Class Definition

Specialized duties at a professional level for the Department of Disabilities, Aging and Independent Living involving investigations, protective services assessments and interventions pertaining to reports of abuse, exploitation, and neglect of vulnerable adults. Duties also include assessments of individual and environmental safety, risk of harm, and cognitive capacity and implementing a wide variety of protective service mechanisms, the supervision of staff in such work.  Work is performed under the supervision of the Director of Adult Protective Services, but with significant need for individual discretion. Incumbents must analyze and solve complex problems which require significant evaluative thinking and judgment and management of investigative resources and workloads across the state. Employees of the Agency of Human Services perform their respective functions adhering to four key practices: customer service, holistic service, strengths-based relationships and results orientation.

Environmental Factors

Duties are performed in a variety of settings, including standard office setting or in the field, including individuals' homes and residential care settings. Considerable field travel is required for which private means of transportation must be available. An incumbent predictably will encounter high level stress and emotional situations, strong differences of opinion, and potentially threatening situations.

Minimum Qualifications

Master's degree in social work, gerontology/aging, disabilities, psychology, criminal justice, or closely related field AND one (1) year or more of experience at a professional level in social work or psychology with a focus on aging and/or disability services, a health care related field, or law enforcement or similar professional role that included significant investigatory responsibilities.

OR

Bachelor's degree AND three (3) years or more of experience at a professional level in social work or psychology with a focus on aging and/or disability services, a health care related field, or law enforcement or similar professional role that included significant investigatory responsibilities.

OR

Associate's degree AND five (5) years or more of experience at a professional level in social work or psychology with a focus on aging and/or disability services, a health care related field, or law enforcement or similar professional role that included significant investigatory responsibilities.

OR

High School diploma or equivalent AND seven (7) year or more of experience at a professional level in social work or psychology with a focus on aging and/or disability services, a health care related field, or law enforcement or similar professional role that included significant investigatory responsibilities.

Preferred Qualifications

Experience in investigative, legal, or law enforcement services.
