Overview

The Vermont Department of Health is seeking an experienced individual to perform financial and operational management tasks for the Vermont Public Health Laboratory.  Duties include execution and management of agreements (contracts, MOU's), laboratory equipment procurement and tracking, management of equipment service agreements, assisting with laboratory grant submissions, space management, and financial monitoring for the Laboratory.  The position supervises the Laboratory's Administrative Services Coordinator, responsible for Laboratory-wide inventory management and supply order tracking and receiving. The ideal candidate will have experience and familiarity with State of Vermont directives, such as Bulletin 3.5, that pertain to the procurement of goods and services.

 

The Vermont Public Health Laboratory is a high complexity and biosafety level three (BSL-3) laboratory that is accredited by the U.S. Centers for Medicare and Medicaid (CLIA) and the Food and Drug Administration (ISO), among others. The Laboratory performs testing to monitor Vermont's population and environment for threats to public health in a state-of-the-art facility. Our mission is to be the most innovative, quality-focused, customer-oriented Public Health Laboratory in the United States. When there is a threat, such as a novel strain of disease, a natural disaster, a chemical spill or a foodborne outbreak, the Laboratory is prepared to respond.

Minimum Qualifications

Bachelor's degree in accounting, business or public administration, office administration or a related field and two years of experience providing professional administrative-level services to a business or organization which included an accounting or budgeting function and experience as a supervisor of clerical or administrative staff;

OR

Bachelor's degree and four years of experience providing professional administrative-level services to a business or organization which included an accounting or budgeting function and experience as a supervisor of clerical or administrative staff; OR

One year as an Administrative Services Coordinator IV with the State of Vermont.

 

NOTE: Additional professional administrative-level experience or higher will substitute for the bachelor's degree on a year for year basis.

 

NOTE: Only administrative work experience is qualifying. Administrative services includes those functions which keep the organization running or provide the resources for others to provide the programmatic work (e.g., accounting, budget management, grant administration, finance, human resources, payroll, purchasing, or space management).

Special Requirements

For some positions experience working with the VISION system (VISION is the State of Vermont PeopleSoft financial management system) may be required.
