Overview

The Military Department is seeking an Administrative Services Coordinator I to join our Contracting team in the Construction & Facility Management Office. This position will work closely with other contracting staff and project managers to prepare and execute all required service and construction contracts for the Department.

 

Primary responsibilities include, but are not limited to:

  • Reviewing and submitting requests for proposals
  • Drafting contracts and collecting all supporting documentation
  • Monitoring contract activities, maximums, and expiration dates
  • Processing a high volume of change orders and task orders as needed
  • Coding and processing vendor invoices for payment


The ideal candidate will be well organized and possess highly effective written and oral communication skills. The candidate must also be able to interpret and understand State and Federal contracting policies to ensure compliance in all of the Department's contracting activities.


Prior experience with contracting, accounts payable, and VISION (the State's Oracle-based Accounting System), is preferred.

 

This is a limited service position through 9/30/2024, with anticipated continued funding.

Special Requirements: Incumbents of this job are issued a Department of Defense Common Access Card (CAC), which is issued only upon passing a federal background check (Tier 1) including a fingerprint-supported criminal record check. Candidates must obtain the CAC for successful completion of original probation. Possession of the CAC is a condition of employment. Additionally, Incumbents of this job may be required to view and access classified information, therefore a favorably adjudicated (Tier 3) Secret Clearance may be required.

Class Definition

Coordinates the administration of a variety of functions of a small division, or office. Evaluates and uses information to make recommendations; provide guidance on applying administrative requirements to varying situations; recommend changes to office procedures to adopt management decisions and policies; and identify problems in administrative workflow, evaluate and recommend alternative administrative processes. The work is assistive in nature and focuses on extending the capabilities of professional or managerial positions. Supervision may be exercised over a small staff of technical and/or clerical subordinates. Work is performed under the general supervision of an administrative superior.

Environmental Factors

Work is performed in a standard office setting.

Minimum Qualifications

High School diploma or equivalent AND two (2) years or more of experience providing administrative-level support to a business or organization.

OR

One year of full-time college coursework in accounting, business or public administration, office administration or closely related field AND one (1) year or more of experience providing administrative-level support to a business or organization.

OR

Two years of full-time college coursework OR and associate's degree in accounting, business or public administration, office administration or closely related field.

OR

One (1) year or more of experience as an Administrative Services Technician IV with the State of Vermont.

 

NOTE: Only administrative work experience is qualifying. Administrative support includes those functions which keep the organization running or provide the resources for others to provide the programmatic work (e.g., accounting, budget management, grant administration, finance, human resources, payroll, purchasing, or space management).

Special Requirements

For some positions experience working with the VISION system VISION is the State of Vermont PeopleSoft financial management system may be required.
