Overview
The VT Department of Health Division of Substance Abuse Programs is seeking a Program Manager to manage a complex cooperative agreement with the CDC focused on activities to prevent drug overdoses. Responsibilities include identifying, negotiating, and managing funded activities, coordinating activities between partners, and managing the budget and CDC reporting and communication. Experience managing large federal agreements is preferred; excellent organizational and interpersonal skills are needed.

Class Definition
Planning, coordination, administrative and policy development work at a professional level involving implementation and evaluation of programs to enhance state wide substance abuse programming. Duties are performed with considerable latitude for independent judgment and professional expertise, and with Department of Health and Division of Alcohol and Drug Abuse Programs staff to ensure excellence in promotion and integration of substance abuse services across the department and with partners in AHS, other agencies, and the medical community. Coordinates program initiatives consistent with departmental priorities and manages and directs activities. Supervises a wide range of activities over multiple contractors. Work is performed under the general direction of the ADAP senior staff, the ADAP Division Director, and the VDH Deputy Commissioner of Alcohol and Drug Abuse Programs. All employees of the Agency of Human Services perform their respective functions adhering to four key practices: customer service, holistic service, strength-based relationships and results orientation.
Environmental Factors
Work is performed primarily in a standard office setting. Some travel is necessary for which private means of transportation is required. Some evening or weekend work may be required. Incumbents frequently need to attend a variety of meetings with federal, state and local officials, legislators, advocacy groups, service providers, and others, occasionally under stressful conditions.
Minimum Qualifications
Master's degree in public health or a human services field AND two (2) years or more of experience at a professional level in public health, health care administration, or a closely related field, INCLUDING one (1) year or more in program administration.
OR
Bachelor's degree in public health or a human services field AND four (4) years or more of experience at a professional level in public health, health care administration, or a closely related field, INCLUDING two (2) years or more in program administration.
OR
Associate's degree in public health or a human services field AND six (6) years or more of experience at a professional level in public health, health care administration, or a closely related field, INCLUDING three (3) years or more in program administration.
OR
High school diploma or equivalent AND eight (8) years or more of experience at a professional level in public health, health care administration, or a closely related field, INCLUDING four (4) years or more in program administration.
