Overview

The Vermont Department of Health (VDH) is currently seeking a Performance Improvement Manager to oversee the department's performance management and quality improvement initiatives. This position is a key liaison between department and agency leadership and the multiple divisions of this department. This work involves systems building and maintenance as well as project management skills towards large initiatives and projects that ultimately impact the health and well-being of Vermonters. You will work closely with leadership and staff throughout the department. You will be located at our main office in downtown Burlington, VT, right around the corner from Church St. and easily accessible by public transit.

 

Ideal candidates for this position will be comfortable working in a fast-paced environment, self-directed, and can navigate emerging issues with tact and persistence. Ideal candidates will also have strong organizational skills, including project management, facilitation and leading department wide change. Awareness of, and a passion for, public health are valued but not essential.

 

Specific responsibilities of the Performance Improvement Manager will include:
•    Establish and maintain the health department performance management systems and processes -- this includes departmental scorecards, dashboards and performance measures.
•    Lead training and support for staff conducting quality improvement activities for the department and serves as department lead with the Agency performance improvement manager and cross-agency teams
•    Manage and coordinate multiple cross-departmental workgroups
•    Oversee coordination of Public Health Accreditation 
•    Direct Public Health Stat to support cross-divisional program planning and resource allocation for department-wide goals
•    Oversee compliance with Preventive Health and Health Services Block Grant requirements including report writing, budget monitoring.
•    Ensures that departmental work advances health equity and social justice to reduce avoidable health disparities related to race, gender, class and disability.

Environmental Factors

Duties are typically performed in a standard office setting. Some travel is required for which private means of transportation should be available. Incumbents may need to work evenings or weekends and speak before public groups.

Minimum Qualifications

Bachelor's degree in public health, public administration, health or community planning or a health field AND five (5) years of progressively responsible experience in public health management, quality/performance improvement, and strategic planning within a government, clinical, or educational environment where activities included at least two of the following: program planning and evaluation, quality improvement projects, program management and data analysis. 
OR
Master's degree in public health, public administration, health or community planning or a health field AND three (3) years of progressively responsible experience in public health management, quality/performance improvement, and strategic planning within a government, clinical, or educational environment where activities included at least two of the following: program planning and evaluation, quality improvement projects, program management and data analysis.
