The Agency of Digital Services (ADS) has a full-time, permanent opening for a Senior Developer to design, develop, and maintain mission critical applications for the Vermont Department of Health (VDH). This position will act as a technical team lead, supervising a team of junior developers. With VDH currently focused on the State’s pandemic response, this position plays a very important role in ensuring their applications are working as intended.

Primary responsibilities of the Systems Developer V include:

•    Supervises, trains, and mentors a team of Systems Developers
•    Participates in designing, coding, testing, debugging, configuring, and documenting software applications for VDH
•    Works with Database Administrators to design and develop databases in SQL Server to support VDH operations
•    Studies existing VDH systems to evaluate effectiveness and develops new systems to improve production or workflow as required
•    Works to maintain the cybersecurity of VDH systems and data

AHS BACKGROUND CHECKS: This position will primarily support a department within the Agency of Human Services. Candidates must pass any level of background investigation applicable to the position.  In accordance with AHS Policy 4.02, Hiring Standards, Vermont and/or national criminal record checks, as well as DMV and adult and child abuse registry checks, as appropriate to the position under recruitment, will be conducted on candidates, with the exception of those who are current classified state employees seeking transfer, promotion or demotion into an AHS classified position or are persons exercising re-employment (RIF) rights.

Environmental Factors

Work is performed in a standard office setting and there is considerable interaction with users and members of project teams requiring tact and diplomacy to balance competing views. Some travel may be required for which private means of transportation should be available. Work outside of regular work schedule may be anticipated.

Minimum Qualifications

Bachelor's degree in computer science AND five (5) or more years of experience in computer or network support, programming or analysis, or database administration.


Associate's degree in computer science or college-level coursework that includes 15 computer science credits AND six (6) or more years of experience in computer or network support, programming or analysis, or database administration.


Ten (10) or more years of experience in computer or network support, programming or analysis, or database administration.

Preferred Qualifications

Experience in the following areas:

•    SalesForce.com development
•    Microsoft .NET Framework
•    SQL programming language and scripting
•    Implementing solutions on the Azure Cloud.
•    Azure AD architecture, integration and support
•    Agile software development methodology
