Overview

The Vermont Department of Health's Operations Unit has an opening for an organized, self-motivated Operations Administrator to complement our professional team.  This position combines project management and systems development with the implementation, maintenance and ongoing assessment of operational processes and systems. The Health Department employs over 500 people in 14 locations across the state, and this position supports the Department mission - to protect and promote the best health for all Vermonters - by participating in building and maintaining business systems that serve the department.

 

The successful candidate will: 
•    Serve as Project Lead for large scale projects from start to finish. Examples of projects include establishing unified Customer Service Center for Health Department or assessing and improving existing systems. 
•    Manage the Department's Continuity of Operations Plan and VT Alert system, including intersection with Health Operations Center when it is activated in response to a public health emergency. 
•    Serve as second in command for Director of Operations, representing the Operations Unit as needed within Health and with other agencies & departments. 
•    Coordinate and respond to public records requests in association with Director of Operations. 
•    Manage the Operations Unit annual strategic plan, maintaining a dashboard for active projects as well as completed projects in the maintenance, monitoring, and assessment phase. 
•    Participate in Health Operations Center as requested in the event the Department needs to respond to a public health emergency.

Environmental Factors

Duties are generally performed in a standard office setting but some travel may be required for which private means of transportation should be available. Some work outside of regular work schedule may be required. There may be periods of heavy workloads and tight deadlines.

Minimum Qualifications

Master's degree in business, public administration, public health or a closely related field AND one (1) year or more of operations or business management experience at a professional level INCLUDING one (1) year or more of supervisory experience.

OR

Bachelor's degree in business, public administration, public health or a closely related field AND three (3) years or more of operations or business management experience at a professional level INCLUDING one (1) year or more of supervisory experience.

OR

Associate's degree in business, public administration, public health or a closely related field AND five (5) years or more of operations or business management experience at a professional level INCLUDING one (1) year or more of supervisory experience.

OR

High school diploma or equivalent AND seven (7) years or more of operations or business management experience at a professional level INCLUDING one (1) year or more of supervisory experience.
