Overview

The Vermont Department of Health is searching for our next Emergency Preparedness Chief to help keep Vermonters safe from the impacts of disasters. This is a leadership position at VDH and has influence across the state. We work with state, local, and federal partners to prepare for, respond to, and recover from disasters and emergencies. You'll be in charge of a team that writes and exercises plans for our response to disasters, trains and prepares our staff and volunteers, and develops systems to make us ready. The position is located within the division of emergency preparedness, response, and injury prevention. You'll work with our teams in the state EMS office. When we are responding to an emergency, you'll help lead our emergency operations center, which sometimes means extended and unusual hours. 

Duties of the Emergency Preparedness Chief include:


•    Manage State's public health emergency preparedness planning and response efforts
•    Supervise staff responsible for development of plans and coordinate activities associated with this area of public health
•    Implement exercises utilizing department, local, state and private sector resources
•    Provide overall coordination of programmatic activities
•    Serve as primary contact with state government entities relative to preparedness and planning efforts
•    Monitor program budget and provide grant administration as needed
•    Act as public health liaison for preparedness initiatives between local, state and private entities
•    General financial oversight of program specific functioning
•    Media contact on technical issues, legislative representation in area of oversight, and representative to outside professional groups and organizations on the national, federal, state and local levels. 

Who May Apply

This position, Emergency Preparedness Chief (Job Requisition #2931), is open to all State employees and external applicants. It is a Limited Service position, which is non-tenured and authorized for a specific period of time. Limited Service positions are established for specially funded projects or programs.

Environmental Factors

Duties are performed largely in standard office setting but with predictable need for field travel for which private means of transportation must be available. The role may require performance of duties outside of the normal workday and workweek. Interaction with state and federal officials is frequent. On-call status may be required.

Minimum Qualifications

Master's degree or higher in a health, public administration or human services field AND four (4) years or more of professional level experience in program and policy planning, development, administration or evaluation INCLUDING two (2) or more years of emergency planning and preparedness experience AND one (1) year or more of supervisory experience.
OR
Bachelor's degree or higher in a health, public administration or human services field AND six (6) years or more of professional level experience in program and policy planning, development, administration or evaluation INCLUDING two (2) or more years of emergency planning and preparedness experience AND one (1) year or more of supervisory experience.

Preferred Qualifications

Incident Command and Emergency Operations Center experience

Public Health and Healthcare Preparedness experience
