Title: Right of Way Agent III - Negotiator

Overview
The Agency of Transportation (VTrans) is seeking a Right of Way Agent to work as a Negotiator within the Acquisition Unit of the Right of Way Section. Duties involve negotiating work for the acquisition of real property needed to construct or maintain transportation infrastructure. Work is performed in the office and in the field, including in-person meetings with property owners and research in Town Clerk's Offices. The incumbent may assist in preparing and implementing relocation assistance plans for displaced persons or businesses. The ideal candidate will need to have a thorough understanding of the principles of real property valuation. Excellent communication and interpersonal skills are a requirement. Knowledge of reading highway plans, land record research, Microsoft products, and OnBase helpful.
The official workstation for this position is Barre, Vermont. There is potential for telework, though it is not a fully remote position. Some field work and work from the Barre office will be required at times.

Environmental Factors
Work is performed both in office and field settings and involves significant interaction with property owners and local officials. Assignments will require travel throughout the State. Some evening or overtime work is required. Private means of transportation is required. Certain property and relocation projects may evoke strongly differing opinions and emotional reactions.
Minimum Qualifications
High School diploma or equivalent AND four (4) years or more in real estate, property management, property administration, or transportation engineering.
OR
Two (2) years or more of college coursework in engineering, highway technology, architecture, surveying, public relations, legal or real estate AND two (2) years or more in real estate, property management, property administration, or transportation engineering.
A valid driver's license is required.
Preferred Qualifications
Prior sales experience helpful but not required.
