Overview

The Vermont Agency of Transportation (AOT) is seeking a Financial Director II to supervise the Business Support Services (BSS) section of our Division of Finance and Administration. This role is essential in developing and monitoring the Agency's annual budget.


The Financial Director will be responsible for supervision of a team, with each team member assigned to a division within the Agency - Highways, Maintenance, Central Garage, Finance & Administration, and Intermodal Development (including Rail, Aviation, Public Transit, Policy and Planning, Environmental Planning, and Rail Trails). The Financial Director II will assist the team in daily budget operations for the Agency, including development, monitoring, entry into the Adaptive budget system, reporting, forecasting, and preparation of budgetary tools to request additional spending authority, such as Excess Receipt Requests. 

 

In addition to budgeting responsibilities, the BSS team serves as a conduit between Program and Project Managers to F&A, ADS, and BGS functions including: submitting requests for transfers between fund sources to the Accounting team, invoice review and coding in VTBuys, and management functions in both STARS (the Agency's financial system which interfaces with Vision) and MATS (the Agency's timekeeping system which interfaces with VTHR).

Environmental Factors

Minimum Qualifications

Master's degree in accounting, business or public administration or a related field AND two (2) years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience including managing a major fiscal program or operation.

OR

Bachelor's degree in accounting or a bachelor's degree in any discipline that includes or is supplemented by 20 credit hours in accounting and three (3) years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included managing a major fiscal program or operation.

OR

Associate's degree AND five (5) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff OR six (6) years or more of experience managing a significant fiscal program or section.

OR

High School diploma or equivalent AND eight (8) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.

OR

One (1) year or more of experience as a Financial Director I with the State of Vermont.

Preferred Qualifications

For some positions, preference may be given to applicants with experience managing large fiscal operations.

Special Requirements

For some positions, experience working with the VISION system (VISION is the State of Vermont PeopleSoft financial management system) may be required.
