Overview

The Counseling Services Coordinator (hereafter CSC) provides complex administrative work for the state's FNS SNAP E&T program called the Individual Career Advancement Network or ICAN. DCF/ESD has partnered with Vocational Rehab's Invest EAP program to retool ICAN. This Position will be responsible for outreach and coordination of participants around enrollment and intake into the ICAN Program. The CSC will guide participants through the complex process of navigating various systems to become involved in the ICAN Program. They will be responsible to screen participant needs and employment barriers to best support each participant entrance into this program. The CSC will also support the participant after enrollment, referring them to the appropriate EAP staff counselor for assessment.

 

This position will also be responsible for tracking, requesting, and documenting any support services funding that participants need. This requires detailed knowledge of allowable requests, appropriate vendor information, and participant documentation as well as communication with the ESD/ICAN state team. The CSC will also coordinate and facilitate the regional ICAN teams throughout the state. These teams of regional program partners discuss cases and system issues and report back to the State ICAN team. This position will be responsible to host/coordinate and co-facilitate these meetings along with their EAP Counselor partner.

 

As of July 14, 2025, the step 1 rate for pay grade 22 will be $25.98 per hour.

Environmental Factors

Work is performed remotely as well as in Voc Rehab regional offices.

Minimum Qualifications

Master’s Degree in a human services or related field and 1 (one)year or more of experience in supporting clinical or customer services role.

 

OR

 

Bachelor’s Degree in a human services or related field with 2 (two)years of experience in supporting clinical or customer service work.

 

Special Requirements

Candidates must pass any level of background investigation applicable to the position. In accordance with AHS Policy 4.02, Hiring Standards, Vermont and/or national criminal record checks, as well as DMV and adult and child abuse registry checks, as appropriate to the position under recruitment, will be conducted on candidates, with the exception of those who are current classified state employees seeking transfer, promotion or demotion into an AHS classified position or are persons exercising re-employment (RIF) rights.
