The Division of Policy, Planning and Intermodal Development (PPAID) within the Agency of Transportation is seeking a high-performing, multi-tasking individual to launch and manage sustainability and innovation initiatives. Innovation in the transportation industry is constant and often generates the need to establish, launch, implement and evaluate new ideas. Current initiatives are focused on accelerating the adoption of electric vehicles, automated vehicle testing and deployment, and alternative funding mechanisms. The focus areas will evolve over time. New programs will emerge from laws passed by the General Assembly and Governor, policies by Administration or Agency leadership, or as the result of federal laws and policies.


Responsibilities Include:

  • Establish and execute supporting businesses processes required to implement new program initiatives.
  • Track and report performance and implement continuous improvements.
  • Manage contractor and vendor procurement and oversight, budget management and invoice processing.
  • Foster and maintain positive relationship, and coordinate with Agency staff, other state, federal and local agencies, and stakeholders that are involved with or are affected by the implementation of a new program or initiative.
  • Advise Agency leadership and other staff on the development and evaluation of policies and legislative proposals that lead to new programs or initiatives.
  • Represent the Agency at meetings with communities, state and federal agencies, funding partners, international partners, legislators, and other interested parties.
  • Present program and funding information to the General Assembly, and at public hearings and groups as needed.


The ideal candidate thrives in a fast-paced environment and has experience in project management and public administration, is a critical thinker, has excellent written and verbal communication skills, and can foster positive working relationships.

Environmental Factors

Work is generally performed in a standard office setting, but some travel may be necessary for which private means of transportation should be available. Work outside of regular work schedule may be anticipated. There is pressure from the need to meet deadlines and dealing with people who have strong opinions or may be upset. Tact and diplomacy may be required in dealing with some situations.

Minimum Qualifications

Bachelor's degree in engineering, public or business administration AND four (4) years at a professional level involving program management INCLUDING two (2) years of budget preparation and analysis.


Associates degree in engineering, public or business administration AND six (6) years at a professional level involving program management INCLUDING three (3) years of budget preparation and analysis.


Note: Graduate work may be substituted for up to two years of the general experience on a semester for six months basis.

Note: Additional experience as defined above may be substituted for the Bachelor's degree on six months for semester basis.
