Overview
The Agency of Transportation (AOT) is seeking a Senior Manager to oversee Railroad and Aviation infrastructure projects. This position will supervise a team of project managers, will assist Bureau Director in creating annual budgets, and will work with Federal partners.

Class Definition
This is the middle level of senior management within the Vermont Agency of Transportation. Incumbents deal with budgetary, personnel, facility, and other broad and complex programs requiring advanced technical and administrative capabilities. Work involves reviewing administrative management policies and procedures, goals and objectives; review of administrative operations for conformance to departmental rules and regulations. Coordinates, advises and oversees other agency managers and subordinate personnel in program planning and implementation. Incumbent assists Director and Assistant Director in establishing objectives, standards, and control measures for programs which are complex in scope and major in impact. Work is performed under the general supervision of the Division head. This level position is distinguished by a variety of characteristics such as budgetary complexity and authority, the impact of recommendations or decisions on the Division and Agency policies and programs, degree of political/public sensitivity and scrutiny, involvement in and impact on programmatic functions, contacts, organizational structure and complexity, and degree of management's involvement in program activities. Oversight is exercised over a large staff of administrators, professional engineers, project managers, technicians and other support personnel.
Environmental Factors
Work is performed in both an office and field setting. Frequent visits to construction sites and district offices and garages are required. Incumbents should possess private means of transportation. Attendance at public meetings and hearings is required. Evening or weekend work will be required. A variety of strong adversarial opinions may be encountered.
Minimum Qualifications
Associate degree AND nine (9) years or more of management experience in one or more the following areas (a) development of program rules and policies; (b) development of long- and short-range goals and plans: (c) program evaluation; or (d) budget preparation OR highway maintenance, engineering, construction, planning or a combination thereof.
OR
High school diploma or equivalent AND eleven (11) years or more of management experience in one or more the following areas (a) development of program rules and policies; (b) development of long- and short-range goals and plans: (c) program evaluation; and (d) budget preparation OR highway maintenance, engineering, construction, planning.
Note: Some positions may require registration as a Professional Engineer (PE)
